Reservation for SC/ST and OBC in Govt Jobs States for Central Govt Jobs

The percentage of reservation for SCs, STs and OBCs in States for Central Govt Jobs in case of direct recruitment to Group ‘C’ and ‘D’ posts normally attracting candidates from a locality or a region is provided here.

Except in Delhi, reservation for the Scheduled Castes and Scheduled Tribes in case of direct recruitment to Group C and Group D posts normally attracting candidates from a locality or a region is generally fixed on the basis of proportion of their population in the respective States/UTs.

Reservation for Other Backward Classes in such cases is fixed keeping in view the proportion of their population in the respective States/UTs subject to a limit of 27% and total reservation for SCs, STs and OBCs should not exceed 50%. Quantum of reservation fixed for SCs, STs and OBCs in such cases is indicated below

India Post Banks Begin From April 2018

India Posts bank to have nationwide operations by April

NEW DELHI: India Posts Payments Bank services are expected to be available across the country by April, Communications Minister Manoj Sinha today said.

“(India Posts) Payments Bank branches will be opened across 650 districts by around April. All these branches will be linked to rural post offices. This will be largest banking network in the country,” Sinha said on the sidelines of the launch of Deen Dayal SPARSH scholarship scheme.
The IPPB branches are operational in Raipur and Ranchi. It will use post offices for its operations. There are 1.55 lakh post offices in the country.

In the private space, Airtel Payments Bank, launched in January this year, started operations with a network of 2.5 lakh merchants. Chinese internet firm Alibaba controlled Paytm also started payments bank operations this year.

Payments banks can accept deposits of up to Rs 1 lakh per account from individuals and small businesses.

The new model of banking allows mobile firms, supermarket chains and others to cater to banking requirements of individuals and small businesses.

Payments banks are set up as differentiated banks and will confine to accepting demand deposits, remittance services, Internet banking and other specified services.

IPPB offers an interest rate of 4.5 per cent on deposits up to Rs 25,000; 5 per cent on Rs 25,000-50,000 and 5.5 per cent on Rs 50,000-1,00,000.

EPFO Highlights Its Initiatives And Achievements

EPFO Organized National Seminar on “Fraud Risk Management – The New Initiatives”

As a part of “Vigilance Awareness Week – 2017” organized nationwide to promote transparency and probity in public governance, EPFO organized a national seminar on “Fraud Risk Management – The New Initiatives” at India Habitat Centre, New Delhi today. The seminar was inaugurated by Dr. T.M. Bhasin, Vigilance Commissioner, CVC. Dr. V.P. Joy, Central P.F. Commissioner presided over the function.

Setting the tone of the seminar, Shri Bhasin appreciated the efforts of EPFO in embracing technology for improving transparency in citizen-government interface. He congratulated EPFO in adding value to Ease of Doing Business in the country that helped India jump 30 points to come in the prestigious group of 100 countries in ease of doing business. He stressed the need for further systemic improvements for mitigation and prevention of occurrence of frauds.

Dr. V.P. Joy, CPFC highlighted the recent digital initiatives undertaken in EPFO for ensuring transition from the erstwhile manual system of claim settlement to online claim submission and payment system that has freed employers from mandatory cumbersome paperwork and has given much needed relief to employees in getting their claims settled promptly in a very transparent manner. He further added that EPFO is set to become an electronic paper free organization by 15th August 2018 which would certainly herald a new and dynamic phase of business and service delivery proficiency.

Shri Nilimesh Baruah, Principal Commissioner of Income Tax and former Director, SFIO spoke about the early warning system for identification and detection of corporate frauds and gave the details of the structure and mode of operations of the shell companies in managing unaccounted cash and importance of creating proper database for fraud detection.

A documentary film on EPFO highlighting its initiatives and achievements was also screened in the seminar.

Sir/Madam,

In continuation to KVS circular of even number dated 03.08.2017 I am directed to refer to MHRD’s letter No.F.3-14/2017-UT.2 dated 31.10.2017 and to convey the approval of the Govt. of India for implementation of revised allowances based on the recommendations of the 7th CPC in KVS. The MHRD has agreed for additional funds to the extent of implementation of revised allowances in terms of Department of Expenditure (MoF) O.M F. No. 1/1/2016-E.III(A) dated 26.07.2017.

It is further clarified that Department of Expenditure (MoF) O.M.F.No. 1/1/2016- E.III(A) dated 13.01.2017 is applicable only in case of pay scales and not in case of pension as such additional funds for the purpose of pension may not be allowed while implementing the revised pay scale and allowances in KVS.

Copies of Department of Expenditure (MoF) OM’s dated 13.01.2017 and 26.07.2017 ibid are enclosed.

Subject: Recovery/adjustment of Interim Relief paid to the Pensioners/Family Pensioners, if any,whose pension/family pension is/was determined with respect to the pay of the retired/deceased employee covered under UGC/AICTE scale.

Consequent upon issue of this Deptt. Memo. No. 224- F(Pen) dated 03.06.2016 the Pensioners /Family Pensioners of the State Government and Government Sponsored or aided non Government educational institutions, local bodies, statutory bodies, boards, corporations, undertakings etc., covered under Finance Department Resolution No. 8071-F(P) dt. 27.11.2015 have been allowed the benefit of Interim relief @ 8% of the Basic Pension with effect from 01.07.2016.

2. Now, in view of the fact that the service and pay of the college teachers and others in the UGC/ AICTE scale is since not covered under the terms of reference of the Resolution issued vide No.8070-F(P) dated 27.11.2015, a question has raised whether the Pensioners/Family Pensioners of college who are/were entitled to pension/family pension from the State Government but on determination of the pension/family pension with respect to the last-pay of the retired/deceased employee in the UGC/ AICTE scale, are entitled to the Interim relief.

3. It is hereby clarified that the benefit of Interim relief contemplated in this Deptt. Memo No.224- F(Pen) dated 03.06.2016 relates to the grant only in respect of the Pensioners/Family Pensioners whose pension/family pension thus fixed on the basis of the pay and the service are covered in the terms of reference of the 6th Pay Commission as per the Resolution issued vide No.8070-F(P) dated 27.11.2015. Accordingly, the Pensioners/Family Pensioners of Govt. Colleges & Non-Govt. Colleges covered under the UGC/AICTE scales of pay, i.e. retired teaching staff including Librarian, Laboratory Instructors, Physical Instructors, Demonstrators of Govt. & Non Govt.General Degree Colleges, Engineering Colleges & Polytechnic Colleges and all other Pensioners/Family Pensioners of such category whose service and pay are not covered in the Resolution ibid, are not entitled to the grant of Interim Relief under Memo No. 224- F(Pen) dated
03.06.2016.

4. Payment of the Interim Relief allowed to the category of Pensioners/Family Pensioners who are not entitled to such grant as clarified at Para- 3 above, if any, is liable to be recovered/adjusted immediately from the pension relief, as per rules, in 5 (five) instalments starting from the month of November, 2017.

5. All the Pension Disbursing Authorities may act accordingly.

Sub :- Adoption of clarification issued by Ministry of Finance regarding modifications of Level-13 of Pay Matrix.

Modifications to Railway Services (Revised Pay) Rules, 2016 were notified vide Gazette Notification No. G.S.R 882(E) dated 14.07.2017 thereby making changes in Level-13 of the Pay Matrix.

2.Now, Ministry of Finance (Department of Expenditure) vide their O.M No. 4-6/2017-IC/E-III(A) dated 28.09.2107 (copy enclosed) has issued detailed clarifications addressing the following issues arising out of the modification to Level-13 of the Pay Matrix:

(i) Issue No. 1 - Whether pay in the Level-13 is to be fixed by multiplying by a factor of 2.57 or 2.67
(ii) Issue No. 2 - Pay re-fixed in the modified Level-13 working out lower than the pay fixed in the earlier Level-13.
(iii) Issue No. 3 - Re-exercise of option for coming over to the Revised pay structure in case of Level-13.

3. The clarifications issued by Ministry of Finance (Department of Expenditure) vide their O.M dated 28.09.2017 will be applicable mutatis mutundis in Railways with respect to RS(RP) Rules, 2016 and amendment notified on 14.07.2017. However, the period for any recovery or waving off recovery will be upto 31.07.2017 as the amendments to the RS(RP) Rules, 2016 were notified in July, 2017. Similarly, the time period for re-exercise of options, if any, as mentioned in para-15 of the enclosed O.M will count from the date of issue of this letter.

4.The cases of employees who retired on or after 01.01.2016 and upto 31.07.2017 and if covered under para 12 of Ministry of Finance’s OM dated 28.09.2017, shall be processed as per Rule 90 of Railway Services (Pension) Rules, 1993.

Sub : Biometric Attendance System on Indian Railways.

As you are aware, detailed instructions were issued vide Board’s letter No. E(G)2014/LE 1-27 dated 30.12.2014 regarding introduction of "Aadhar Enabled Biometric Attendance System" (AEBAS) on Indian Railways. In terms of these instructions, in the first phase, the staff working in the Zonal Headquarters Office, Administrative Office of Production Units, RDSO/Lucknow, METRO Rail/Kolkata, CORE/Allahabad and Divisional Headquarter offices which do not fall under the shift duty roster were to be covered.

It has been observed that there has been very tardy progress in the implementation of these instructions on most of the Zonal Railways/Units. In some of the Railways, the process has not yet been initiated.

Board have reviewed the progress of the implementation of these instructions, and has taken a very serious view of the slow progress made in this regard.

It is therefore directed that AEBAS should be implemented in the aforesaid offices by 30th November, 2017 and a report regarding implementation may be sent to Board immediately thereafter.
It is further directed that the AEBAS should be implemented in all the offices of the Railways including PUs, attached and subordinate offices etc. by 31st January, 2018 and a status report in this regard be furnished to Railway Board immediately thereafter.

AEBAS should be integrated and implemented in such a way that status of biometric machines and attendance at divisional/Unit Ievel should be accessible by DRM office. Similarly, all DRM offices be integrated with Zonal Railways and all the Zonal Railways with Railway Board so that monitoring of attendance of any location can be done by Railway Board. CCTV cameras should also be provided with the Biometric machine in similar fashion.
