Subject:- Payment of Dearness Allowance to Haryana Government Employees on revised scales (7th Pay Commission) i.e. 5% to 7% effective from 01.01.2018.

Sir/Madam,

I am directed to invite reference to Finance Department circular letter No.4/3/2016-5FR/30416 dated 23rd October, 2017 on the subject noted above and to say that the Governor of Haryana is pleased to decide that the Dearness Allowance payable to Haryana Government employees on revised scales of pay shall be enhanced from the existing rate of 5% to 7% of the pay w.e.f. 1st January, 2018.

2. The installment of Dearness Allowance payable under these orders shall be paid in cash to all Haryana Government employees with the salary for the month of June, 2018 to be paid in July, 2018.

3. The payment of arrears of enhanced Dearness Allowance for the month from January, 2018 to May, 2018 shall be made in the month of July, 2018.

4. The provisions contained in para 3,4,5, & 7 in FD’s instruction No. 4/3/2016-5FR/35222 dated 25th November, 2016 shall continue to be applicable while regulating Dearness Allowance under these instructions.

I am to refer to MHRD’s letter F.No.3-45/2017-UT.2 dated 13th June, 2018 and to convey the approval of the Govt. of India for revision of pension and pensionary benefits to the staff of Kendriya Vidyalaya Sangathan as per the 7th CPC in terms of D/o P & PW OM No.38/37/2016-P & PW (A) dated 4.8.2016, OM No. 38/37/2016-P & PW (A) dated 12.05.2017 and OM No: 38/37/2016-P & PW (A) dated 6.7.2017. These benefits will be applicable to employees of KVS who retired post 1.1.2016 as well as for revision of pension/ family pension of those pensioners / family pensioners who have retired prior to 1.1.2016.

Sub: Medical Identity Cards — Uniformity and renewal

For bringing uniformity in the Medical Identity Cards issued to employees and other beneficiaries on Indian Railways, Board (MS, FC & CRB) have approved the following.

1. The Medical Identity Card should be a plastic based card, the size of which should be same as that of the debit/credit cards issued by banks.

2. A strip at the top of the card should have different color for serving and retired employees and their dependents as per extant instructions on color of Medical Identity Cards.

3. A separate Medical Identity Card, with unique all India number, should be issued to the employee as well as each dependent. The card of the dependent may also bear the Medical Card number of the primary serving/retired employee. The numbering scheme is to be decided by Establishment Directorate.

4. The level of entitlement of employee, which indicates the level of facilities to be provided to the beneficiaries, should be indicated on the card. The pattern being used by CGHS may be adopted with suitable modifications, if required. Health directorate may decide the same.

5. The Medical Identity Card for beneficiaries upto the age of 15 years should be made valid for 5 years, after which these should be renewed. For beneficiaries above the age of 15 years, the Medical Identity Card should be renewed on attaining the age of 40 years and at the time of retirement. The Medical Identity Card should also be reissued on change of level of entitlement.

6. Only bare minimum information of the beneficiary may be visible on the card. The following data may be printed on the card:
  • a. The name of the Railway
  • b. Medical Card Number
  • c. Name & Medical Card Number of the Primary holder in case of card of dependent
  • d. Name of the card holder
  • e. Year of Birth
  • f. Date of validity of the card
  • g. Level of entitlement of medical facilities
  • h. Health Unit
  • i. Blood Group
  • j. Photograph
  • k. Signature/LTI of the beneficiary
  • l. Signature/Designation of issuing authority
  • m. Electronic Card reading may be incorporated where such systems are implemented.

This issues with the concurrence of Associate Finance of Transformation Cell of Railway Board.

Subject: Submission of documents / information by identified Pensioner Associations for release of Grant-in-aid during 2018-2019 under Web-based ‘Pensioners’ Portal’ Scheme.

Sir,

This Department would be considering the proposal for release of Grant-in-Aid for the financial year 2018-19 to various identified Pensioners’ Associations under the Scheme of Pensioners’ Portal. For this, it is necessary that the Pensioners’ Associations submit a brief on the activities undertaken in the last financial year and also formulate a Work Plan for the current financial year. While formulating the Action Plan it also needs to be ensured that activities under SANKALP are also included in the Work Plan.

2. You are also aware that during 2017-2018 Grant-in-aid was released on the basis of your registration (Unique Identification number) with NITI AAYOG DARPAN PORTAL with Unique ID registration No. with PFMS (EAT) module which was a mandatory requirement to get the grant-in-aid. Further, you had to book the utilization of funds for approved components under the Scheme of GIA through EAT Module under PFMS which is also mandatory requirement. Any expenditure booked otherwise than through EAT module will not qualify for adjustment against the Grant-in-aid sanctioned and released and the Association will be liable to refund such amount to this Department alongwith interest. Moreover, your Association may also not become eligible of for further release of Grant-inaid for 2018-2019 onwards. In this connection please refer to this Department’s sanction letter for release of Grant-in-aid for the financial year 2017-2018 and also refer to number of e-mails sent to you in the matter.

3. Accordingly, all the Pensioners Associations will have to download/provide a copy of Utilization Certificate and Statement of Accounts through PFMS-EAT module and subsequently audited by CA so as to enable you to get Grant-in-aid for the financial year 2018-2019.

4. You are therefore requested to furnish the following information/documents :

i) Activities undertaken during 2017-2018 with reference to Annual Action Plan 2017-2018 submitted by you in the enclosed proforma (Annexure-I)

ii) Annual work plan for the year 2018-19. While undertaking this exercise, you may include activities which may contribute to overall welfare of the pensioners.

iii) The Work Plan/activities undertaken under “SANKALP’ in pursuance of this Department’s letter NoA/36/2013-P&PW(C) dated 17.09.2014 (copy enclosed)

iv) The number of Pensioners Grievances registered online on CEPENGRAMS by the Pensioners Association through their login-ID and present status of these Grievances.

v) Total existing memberships of the Association as on 01.04.2018 and no. of members added/deleted during 2017-18and the present status.

vi) Utilization certificate and statement of accounts for the Grant-in-aid released during 2017-18 downloaded/retrieved from the PFMS-EAT Module and audited the same by CA.

vii) Filled in proforma for furnishing Association Details (Annexure-II)

3. In addition to above, the Pensioners’ Association are also required to submit quarterly progress report in this regard to the department of Pension & Pensioners’ Welfare for perusal.

4. In view of the above, all the identified Pensioners’ Associations are requested to submit the above stated information alongwith requisite documents latest by 30th July, 2018 positively so as to enable for this Department to release the Grant-in-Aid for the financial year 2018-19 well in time.

Subject: Grant of Special Increment in the form of personal pay to Central Government Servants for participation in sporting events and tournaments of National or International importance, in the 7th CPC Scenario- reg.

Subsequent to the implementation of the recommendations of the 7th CPC and issuance of CCS(RP) Rules 2016, the system of running Pay Bands and Grade Pays have been replaced by pay matrix. Accordingly, in partial modification of this Department’s OM No. 6/1/2013-Estt.(Pay-I) dated 19.09.2013, the President is pleased to revise the rates of special increment granted in the form of personal pay to Central Government Servants, for participation in sporting events and tournaments of National or International importance, as indicated in Column 5 of Annexure to this Office Memorandum.

2. The revised rates and these guidelines will be effective from 01.07.2017.

3. In respect of the Government Servants who are already getting the special increments as Personal Pay in accordance with this Department’s OM dated 19.09.2013, the rates for them have also been revised as per Column 5 of the Annexure to this Office Memorandum. The rate of revised Personal Pay to these Government servants is to be granted based on the Grade Pay attached to the post in which they were placed at the time of participating in the sporting event for which they are getting special increment as Personal Pay.

3.1. Illustration: (a):

Grade Pay at the time of participating in sporting event : Rs.2000/-
Personal Pay granted on the basis of OM dated 19.09.2013 : Rs.210/-
Revised Personal Pay w.e.f. 01.07.2017: Rs.480/-

3.2. Illustration: (b):

Grade Pay at the time of participating in sporting event : Rs.4200/-
Personal Pay granted on the basis of OM dated 19.09.2013 : Rs.400/-
Revised Personal Pay w.e.f. 01.07.2017: Rs.900/-

4. The Central Government servants who become eligible for grant of special increment in the form of personal pay on or after 01.07.2017, shall be entitled to the Personal Pay prescribed in Column (5) of the Annexure to this OM, corresponding to the level of the post in the Pay Matrix [indicated in Column (4)], in which the Government Servant is placed at the time of participating in the sporting event.

4.1. Illustration :

Level of the post in the Pay Matrix in which the Government Servant is placed at the time of participating in sporting event:Level 7

Amount corresponding to Level 7 in Column (5) of the Annexure to this OM : Rs.1020/-

5. This Personal Pay shall not count for any service matters like pay fixation on promotion, retirement benefits or any other allowances like HRA etc.

6. The entitled Central Government servant should claim the benefits within six months from the date of completion of the overall sporting event.

7. All the other terms and conditions governing the subject matter shall remain unchanged and will continue to apply.

8. In so far as persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

Highlights of Minimum Qualifications for Appointment of Teachers in Universities and Colleges and Measures for Maintenance of Standards in Higher Education

Ph.D Degree will be mandatory for direct recruitment to Assistant Professors in Universities w.e.f. 01.07.2021- Shri Prakash Javadekar

In order to attract and retain the best quality teachers and other academic staff in Universities and Colleges, the UGC has brought out new regulations. This was disclosed by Union Minister for Human Resource Development, Shri Prakash Javadekar while addressing media persons in New Delhi today. The Highlights of the Regulations are as below:

  • 1. Incentives to teachers as provided in the earlier Regulations of 2010 and subsequent amendments have been retained. These include incentives for M.Phil/Ph.D.
  • 2. API based PBAS System has been removed. A new simplified teacher evaluation grading system has been introduced and research score added for Universities to improve research output.
  • 3. Promotion criteria under CAS for University teachers has been made more research oriented while in case of College teachers, CAS criteria is more focused on teaching.
  • 4. For the first time provision for promotion in Colleges will be up to Professor level.
  • 5. Special provision for recruitment of Assistant Professors in Universities and Colleges for Ph.D Degree holders from a University/Institution in the top 500 Global rankings has been made.
  • 6. The Regulations mandate introduction of one month induction programme for newly recruited Assistant Professors in Universities/Colleges/Higher Education Institutions.
  • 7. Ph.D Degree has been made mandatory for promotion to Assistant Professor (Selection Grade) in colleges from 01.07.2021. Ph.D Degree will be mandatory for direct recruitment to Assistant Professors in Universities w.e.f. 01.07.2021.
  • 8. For the first time, weightages are assigned for CAS in respect of MOOCs and E-Content in Universities and Colleges.
  • 9. Research clusters will be created in the Universities within the State for sharing research facilities, skills and infrastructure to ensure optimal utilization of resources and creating synergies amongst higher education institutions.
  • 10. Up to 10% of the existing sanctioned strength of Professors in Universities shall be appointed as Senior Professors in the Universities. Senior Professors in Universities will be appointed through direct recruitment and through promotion under CAS.
  • 11. Universities will accord permission and provide need based facilities to Colleges teachers to supervise Ph.D/M.Phil scholars.
  • 12. Special category of medal winners in Olympics, Asian Games and Commonwealth Games in eligibility criteria for Assistant Director/College Director, Physical Education and Sports and Deputy Director, Physical Education and Sports in Universities has been made to promote sports in Universities and Colleges.


Note: Ph.D Degree shall be mandatory requirement for Direct Recruitment to the post of Assistant Professors in University with the effect from 1st July, 2021. However Masters degree with NET or Ph.D. will continue to be the minimum eligibility requirement for Direct Recruitment to the post of Assistant Professors in colleges.
