Dedicated Freight Corridor Corporation of India (DFCCIL), is a schedule ‘A’ Public Sector Undertaking under the administrative control of Government of India (Ministry of Railways). It is the most ambitious and biggest ever project in rail infrastructure sector, set-up to support growth of economy by building high capacity, high speed rail freight corridors along the golden quadrilateral and its diagonals. Consumer Price Index for Industrial Workers (CPI-IW) — November, 2017

The All-India CPI-IW for November, 2017 increased by 1 point and pegged at 288 (two hundred and eighty eight). On 1-month percentage change, it increased by (+) 0.35 per cent between October, 2017 and November, 2017 when compared with the decrease of (-) 0.36 per cent for the corresponding months of last year.

The maximum upward pressure to the change in current index came from Food group contributing (+) 1.10 percentage points to the total change. At item level, Wheat Atta, Eggs (Hen), Goat Meat, Milk (Cow), Onion, Tamarind, Bitter Gourd, Cabbage, Carrot, Coconut, Potato, Tomato, Cooking Gas, Electricity Charges, Firewood, Kerosene Oil, Private Tuition Fee, Petrol, Barber Charges, etc. are responsible for the increase in index. However, this increase was checked by Arhar Dal, Gram Dal, Masur Dal, Urd Dal, Groundnut Oil, Fish Fresh, Poultry (Chicken), Chillies Green, Garlic, Ginger, Brinjal, Cauliflower, French Bean, Green Coriander Leaves, Methi, Palak, Radish, Apple, Banana, etc., putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 3.97 per cent for November, 2017 as compared to 3.24 per cent for the previous month and 2.59 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 3.91 per cent against 2.26 per cent of the previous month and 1.66 per cent during the corresponding month of the previous year.

At centre level, Giridih reported the maximum increase of (7 points) followed by Salem and Puducherry (6 points each) and Rourkela, Sholapur, Mercara and Ghaziabad (5 points each). Among others, 4 points increase was observed in 5 centres, 3 points in 16 centres, 2 points in 13 centres and 1 point in 12 centres. On the contrary, Kolkata recorded a maximum decrease of 3 points followed by Munger-Jamalpur, Amritsar, Chandigarh and Doom Dooma Tinsukia (2 points each). Among others, 1 point decrease was observed in 7 centres. Rest of the 13 centres’ indices remained stationary.

The indices of 34 centres are above All-India Index and 42 centres’ indices are below national average. The indices of Vishakhapathnam and Ghaziabad centres remained at par with All-India Index.

The next issue of CPI-IW for the month of December, 2017 will be released on Wednesday, 31st January, 2018. The same will also be available on the office website www.labourbureaunew.gov.in.

Do's and Don'ts for Pensioners

DOs

  • 1. A copy of every communication regarding pension is required to be endorsed to the pensioner by each node of pension delivery. Please ensure that your full contact postal address (preferably with PIN code) is always updated. Promptly intimate any changes of address to: -
  • a. Your Bank Branch
  • b. The Head of Office and the PAO in the Ministry from where you retired;
  • c. Central Pension Accounting Office
  • 2. There should be proper nomination for pension account. Please retain the acknowledgement received from the bank carefully. It is advisable to open a joint account with your spouse if you are pensioners so that she/he does not hardship later.
  • 3. Please direct your bank branch with proof establishing your Identity for first appearance at Paying Branch alongwith the copy of the special seal authority.
  • 4. CPAO has sent two halves of PPO - the pensioner's and the Bank's. Your half of the PPO is to be handed over to you by your Bank branch when they call you for verification. Your signature will be obtained on their half for their record.
  • 5. Please produce proper and acceptable evidence of eligible savings from time to time for the purpose of Income Tax calculation by the Bank.
  • 6. Please collect Certificate of Income from pension from bank at the close of financial year, even if income tax is not deducted from the pension. Please collect form-16- income tax was deducted.
  • 7. Please furnish Life Certificate early in the month of November every year.
  • 8. A pensioner who produces a life certificate in the prescribed form in Annexure -XVII signed by any person specified hereunder, however, is exempted from personal appearance- :-
  • (i). A person exercising the powers of a Magistrate under the Criminal Procedure code;
  • (ii). A Registrar or Sub-Registrar appointed under Indian Registration Act;
  • (iii). A Gazetted Government servant;
  • (iv). A Police Officer not below the rank of Sub-Inspector in -charge of a Police Station; Offices;
  • (vi). A Class-I officer of the Reserve Bank of India, an officer (including Grade II officer) of the State Bank of India or of its subsidiary;
  • (vii). A pensioned Officer who, before retirement, exercised the powers of a magistrate;
  • (viii). A Justice of Peace;
  • (ix). A Block Development Officer, Munsif, Tehsildar or Naib Tehsildar;
  • (x). A Head of Village Panchayat, Gram Panchayat, Gaon Panchayat or an Executive Committee of a Village;
  • (xi). A Member of Parliament, of State legislatures or of legislatures of Union Territory Governments /Administrations.
  • (xii). Treasury Officer.
  • In the case of a pensioner drawing his pension through a Public Sector Bank the life certificate may be signed by an officer of a Public Sector Bank. In the case of a pensioner residing abroad and drawing his pension through any other bank included in the Second Schedule to the Reserve Bank of India Act, 1934, the life certificate may be signed by an officer of the Bank, A pensioner get exemption from personal appearance subject to production of Life Certificate signed by the above mentioned officer of the bank.
  • A pensioner not resident in India in respect of whom his duly authorized agent produces a life certificate signed by a Magistrate, a Notary, a Banker or a Diplomatic Representative of India is exempted from special appearance.
  • 9. Non-employment Certificate/Re-employment Certificate should also be furnished every year in the month of November/May & November in case of retired Group 'A' officer.
  • 10. Please apply in a prescribed proforma to the paying branch for restoration of commuted portion of pension on completing 14 years and 11 months in case your bank does not have a CPPC.
  • 11. Please provide the Pensioner's half of the PPO to your paying Bank Branch in the case of revision of pension for entry of enhanced pension with break up in this half.
  • 12. Please ask for a due and drawn statement from your bank branch in case you have received any arrears in a lump sum.
  • 13. Please ask for a pension slip with break up of in case of any doubt from bank branch
  • 14. If Pensioner's half is lost, worn or torn, a written request is to be immediately made to your paying Bank branch alongwith Pensioner's half of PPO (if available).
  • 15. Please keep all your Pension related documents including Pensioner's half of PPO, safely, as these are important documents.
  • 16. For any clarification on pension payments, contact your bank branch grievance officer of the Bank or CPAO Toll Free /Call Centre 1800 11 7788.


DONT's

  • 1. Do not delay in submitting the Pension Papers before retirement as it ultimately effects the time schedule to be followed by the various offices as under: -
  • (i). Pay & Accounts Officer issuing PPO - Despatch of PPO by PAO to the CPAO on the last working day of the month preceding the month of retirement
  • (ii). Central Pension Accounting Office (CPAO) - Despatch of PPO by CPAO to Link Branch of PSB by 20th of the month of retirement
  • (iii). Link Branch - Despatch of PPO by Link Branch to paying branch by 23rd of the month of retirement.
  • (iv). Paying Branch - Paying Branch will complete all formalities and ensure that the pension has been credited to the pensioner's account on the last date of the month.
  • 2. Please do not provide address and contact number which is likely to change in immediate near future. Please update your address by informing your bank branch, PAO, CPAO and DDO of the ministry you retired from.
  • 3. In case you wish to change your bank or bank branch for pension disbursement, do not close your pension account unless new account is confirmed for pension disbursement.
  • 4. Please do not fail to check whether you are receiving full pension/family pension authorized by the Govt. of India to you including is related pension with Dearness Relief if you are aged 80 and above.
  • 5. Please do not forget that under the scheme of pension department through authorized banks, banks are required to pay pension to each pensioner by the last day of the month and the Govt. of India fully.

The central civil service conduct rules, 1964 impose various restrictions on central govt employees. Some Do's and Don'ts applicable to employees are given below.

Do's:- 

  • 1. Maintain absolute integrity all times.
  • 2. Maintain absolute devotion to duty at all times.
  • 3. Those holding responsible posts - maintain independence and impartiality in the discharge of your duties.
  • 4. Maintain decent and responsible conduct in their private life.
  • 5. Observe proper decorum during lunch break.
  • 6. Render prompt and coureous service to the public.
  • 7. Report to the superiors the fact of your arrest or conviction in a Criminal court and the circumstances connected therewith, as soon as it is possible to do so.
  • 8. Keep away from deomonstrations organized by political parties in the vicinity/ neighbourhood of government offices.
  • 9. Manage private affairs in such a way as to avoid habitual indebtedness or insolvency.
  • 10. Maintain political nutrality.
  • 11. Act in accordance with the government policies.
  • 12. Observe courtesy and consideration to Members of Parliament and State Legislatures.
  • 13. If any legal proceedings are institued for the reocovery of any debt due from you or for adjusting you as an insolvent, report the full facts of such proceedings to the competent authority.
  • 14. In perfomance of duties in good faith, communicate information to a person in accordance with the 'Right to Information Act, 2005' and the rules made thereunder. 


Don'ts:-

  • 1. Do not indulge in acts unbecoming of a government servant.
  • 2. Do not be discourteous, dishonest of partial.
  • 3. Do not make joint representations in matters of common interest.
  • 4. Do not adopt dilatory tactics in your dealings with public.
  • 5. Do not convey oral instructions to subordinates.
  • 6. Do not practise untouchability
  • 7. Do not associate yourself with any banned organizations.
  • 8. Do not join any association or demonstration whose objects or activities are prejudicial to the interest of the sovereignity and integrity of India, Public order or morality.
  • 9. Do not give expression to views on Indian or foreign affairs, while visiting foreign countries.
  • 10. Do not get involved in unauthorized communication of any official document or any pat thereof or classified information to any government servant or any othere persons to whom you are not authorized to communicate such document of classified information.
  • 11. Do not joint or support an illegal strike.
  • 12. Do not enter into any private correspondance with foreign Embassies or Missions.
  • 13. Do not accept lavish or frequent hospitality from any individual, industrial or commercial firms, organizations, etc having official dealings with you.
  • 14. Do not accept any offer of the cost of passage to foreign coutries or hospitality by way of free board and lodging there, if such offers are from foreign firms contracting with Govt.
  • 15. Do not accept invitations to you and members of your family for free inaugural flights offered by Air India, Indian airlines Corportation or foreign Airlines.
  • 16. Do not give or take or abet giving or taking of dowry or demand any dowry directly or indirectly from the parent or guardian of a bride or bridgegroom.
  • 17. Do not accept any gift from any foreign firm which is having official dealings. 18. Do not engage yourself in canvassing business of life insurance Agency, commission agencey or advertising agency owned or managed by the members of your family.
  • 19. Do not lend or borrow money from or deposit money as a member or agent, with any person, firm or private company with whom you likely to have official dealings. Do not otherwise place yourself under pecunary obligation with such person, firm or private company.
  • 20. Do not approach your subordinates for standing surety for loans taken from private sources either by your / your relatons / friends.
  • 21. Do not undertake private consultance work.
  • 22. Do not speculate in any stock, share or other investment.
  • 23. Do not purchase shares out of the quota reserved for friends and associates of Directors of companies.
  • 24. Do not bid at any auction of property where such auction is arranged by your own officers.
  • 25. Do not stay as guest with foreign diplomats or foreign national in India.
  • 26. Do not invite any foreign diplomat to stay with you as a guest in India.
  • 27. Do not accept or permit your wife or dependants to accept passage money or free air transport from a foreign Mission/ Government or Organization.
  • 28. Do not bring any political influence in matters pretaining to your service. 29. Do not consume any intoxicating drinks or dugs while on duty.
  • 30. Do not appear in public place in a state of intoxication.
  • 31. Do not indulge in any act of sexual harassment of any woman at her work place. 32. Do not employee children below 14 years of age.
  • 33. Do not accept award of monetary benefits instituted by private trusts/ Foundations , etc.

At present, 42 websites are being hosted in Indian Railway Web Portal which is hosted and maintained by Ministry of Railways.

There is a separate website namely www.coms.indianrailways.gov.in which handles the passenger complaint feedback, which provide the facilities to passengers to lodge complaint. The total number of complaints received since its inception are 3,70,974 .

For cleaning, linen and other related requests of passengers in train a site “cleanmycoach.com” is managed by respective Zonal Railways. On receipt of request through website or Short Messaging Service (SMS), a message is sent by the server to the mobile number. The On Board Housing Service (OBHS) assistance is also available to passengers through SMS. OBHS staff contacts the passenger and carries out the work as per demand. Till date nearly 1,49,000 service request has been received through this website as well as SMS.

A Customer Complaint Management Cell has been set up in Railway Board to receive complaints/assistance from passengers/rail users and public at large on Twitter handle of the Ministry, namely, @RailMinIndia, @PiyushGoyal, @PiyushGoyalOffc and Facebook page “Ministry of Railways, Government of India @RailMinIndia”. After analysing such tweets, the actionable once are sent to Zones/Divisions through their respective twitter handles for speedy resolution.
