PENSION AND RETIREMENT BENEFITS

6355. SHRI PARVESH SAHIB SINGH:

Will the PRIME MINISTER be pleased to state:

(a) whether the Government has taken any measures to ensure timely disbursement of pension and retirement benefits to the retiring Government officials;

(b) if so, the details thereof;

(c) whether the Government has launched an online pension sanction and payment tracking system, “Bhavishya” for timely disbursement of retirement benefits; and

(d) if so, the details thereof ?

(a) to (d): In the recent past the Government has simplified pension rules relating to sanction of pension etc. which has since been incorporated in an online system for tracking of pension sanction and payment process called ‘BHAVISHYA’ for retiring Central Government Civil employees. Tracking can be done by the individual as well as the administrative authorities for all actions preparatory to grant of pension and other retirement benefits. Facility also exists for tracking payment of subsequent monthly pension. This is in line with the priorities of Government to ensure transparency and accountability in systems and processes.

PENSION AND GRATUITY

6432. SHRIMATI K. MARAGATHAM:

Will the PRIME MINISTER be pleased to state:

(a) Whether the government has cleared the revised pension benefits as recommended by the 7th Pay Commission;

(b) if so, the details thereof:

(c) whether the maximum gratuity and death gratuity will be Rs.20 Lakh and the ceiling on gratuity will increase by 25 per cent whenever the dearness Allowance rises by 50 per cent of the basic pay: and

(d) if so, the details thereof?

ANSWER

(a) & (b): An OM No.38/37/2016-P&PW(A) (i) dated 4th August, 2016 has been issued by Department of Pension & Pensioners’ Welfare for revision of pension of Central Government Civil Employees retiring on or after 1.1.2016 and OM No.38/37/2016-P&PW(A) (ii) dated 4th August, 2016 has been issued for revision of pension of Central Government Civil Pre-2016 Pensioners/family pensioners in implementation of the 7th Central Pay Commission.



Ministry of Defence (Department of Ex-Servicemen Welfare) have issued a Resolution No.17(1)/2014/D (Pension/Policy) dated 30.9.2016 regarding decisions of the Government on Implementation of the recommendations of the 7th Central Pay commission. A letter No.17(01)/2016-D(Pen/Pol) dated 29.10.2016 has been issued by Ministry of Defence (Department of Ex-Servicemen Welfare) for revision of pension of pre-2016 Defence pensioners/family pensioners.

(c) & (d): As per OM No.38/37/2016-P&PW(A)(i) dated 4th August, 2016 Maximum limit of retirement gratuity and death gratuity has been increased from Rs.10.00 lakh to Rs.20,00 lakh w.e.f 1.1.2016. the ceiling of gratuity will increase by 25% whenever the dearness Allowance rises by 50% of the basic pay.

CONFEDERATION NATIONAL SECRETARIAT DECIDED TO INTENSIFY THE STRUGGLE

MASS DHARNA IN FRONT OF FINANCE MINISTER’S OFFICE
NORTH BLOCK, NEW DELHI
ON 23.05.2017 (TUESDAY 12 AM TO 04 PM)

NATIONWIDE DEMONSTRATION AT ALL IMPORTANT CENTRES ON SAME DAY

MORE THAN 2000 CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS WILL PARTICIPATE IN THE PROTEST DHARNA.

Demanding Honouring of assurance given by Group of Ministers including Finance Minister, settle the charter of demands submitted by Confederation, increase minimum pay and fitment formula, payment of revised allowances including HRA w.e.f 01.01.2016, implementation of option – I pension parity recommended by 7th CPC, Scrap New Contributory Pension Scheme and bring all employees appointed after 01.01.2004 under the purview of CCS (Pension) Rules 1972, Grant Civil Servant Status and revise the wages and allowances of Gramin Dak Sevaks, regularise all casual and contract workers, Revise pension of autonomous body pensioners and grant dearness relief due from 01.07.2016, withdraw “Very good” bench mark condition for MACP etc.
