Kendriya Vidyalayas in Chhattisgarh and Rajasthan

There are 73 Kendriya Vidyalayas (KVs) in Rajasthan.

The KVs are co-educational schools and are not opened exclusively for girls.

34 Kendriya Vidyalayas (KVs) have been sanctioned in Chhattisgarh and all are functional. The details are annexed. Kendriya Vidyalaya Sangathan (KVS) has informed that permanent school buildings have not been constructed for 11 KVs in Chhattisgarh. Construction of permanent school buildings for the KVs depends upon identification of suitable land, completion of lease formalities in favour of KVS by the sponsoring authorities, availability of requisite resources etc.

Partial Withdrawal under NPS

The Pension Fund Regulatory Development Authority (PFRDA) has relaxed the norms for partial withdrawal under the National Pension Scheme (NPS). In accordance with the PFRDA (Exits and Withdrawals under the National Pension System) (First Amendment) Regulations 2017, the subscriber ought to be subscribed to the National Pension System, at least for a period of three years from the date of his or her joining to such system, to be eligible to make partial withdrawals, under specific circumstances as specified in such regulations.

The NPS subscribers can withdraw after three years from the date of joining the system and a maximum of three times during the entire tenure of subscription under NPS, but the partial withdrawal is linked with contributions made by the subscriber. The subscriber shall be permitted to withdraw accumulations not exceeding twenty-five per cent of the contributions made by him or her and standing to his or her credit in his or her individual pension account, as on the date of application for withdrawal.

Earlier the subscriber under NPS was permitted to withdraw accumulations not exceeding twenty-five per cent of the contributions made by him or her after 10 years from the date of his or her joining the system, and a maximum of three times during the entire tenure of subscription under NPS.

This was stated by Shri Shiv Pratap Shukla, Minister of State for Finance in written reply to a question in Rajya Sabha today.

I am directed to refer to the above cited subject and to say that it is proposed to hold a Periodical meeting with the Associations affiliated with National Federation of Postal Employees (NFPE), Federation of National postal organisations (FNPO) and Bharatiya Postal Employees Federation (BPEF) and also Non-Federated Associations in the coming months under the Chairpersonship of Secretary (Posts)

It is, therefore, requested that General secretaries of the affiliated Associations may be asked to furnish agenda items (maximum three items and items should not be bifurcated) for the said meeting in respect of recognized Associations to your Federations, by 2)na March, 2018 positively to enable us to take further necessary action.

Shortage of manpower in Government offices

The number of sanctioned posts and number in position in various Ministries/Departments as available in the Annual Report on Pay and Allowances of Central Government Civilian Employees 2016-17 as on 1.3.2016, published by Pay Research Unit, Department of Expenditure, Ministry of Finance, is at Annexure ‘A’.

The posts sanctioned in Ministries/ Departments are required to be filled as per the Recruitment Rules as and when vacancies arise. A number of steps have been taken for streamlining the procedure for conducting meeting of Departmental Promotion Committee (DPC) for promotions which includes issue of model calendar for conduct of DPCs, the reckoning of APARs for consideration of promotion etc. Steps have also been taken for streamlining direct recruitment process by doing away with interviews for lower level posts, introduction of computer based examinations and simplification of pre-appointment procedures.

Linkage of Aadhaar with Voter ID Cards

Unique Identification Authority of India (UIDAI), under the Ministry, only issues Aadhaar numbers to the residents of the country, and provides authentication services. It is up to the Departments/Ministries/ Agencies concerned to decide on the use of Aadhaar for providing services/ benefits to the people as per the provisions of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016.

The Election Commission launched National Electoral Roll Purification& Authentication Programme (NERPAP), 2015 on 3rd March 2015 in all States/Union Territories with major objective of linking of Aadhaar with Electoral Roll database. In August,2015 when collection, feeding and seeding of Aadhaar number were in full swing, Hon’ble Supreme Court, while considering WP(C) No 494 of 2012 titled Justice Shri K.S. Puttaswamy (Retd.) & Another V/s Union of India & Others), inter alia passed the following interim order on 11th August, 2015:-

“————— 3. The Unique Identification Number or the Aadhaar card will not be used by the respondents for any purpose other than the PDS Scheme and in particular for the purpose of distribution of foodgrains, etc. and cooking fuel, such as kerosene. The Aadhaar card may also be used for the purpose of the LPG Distribution Scheme. —————— ”.

As the Election Commission was one of the respondents in the matter, it had to suspend all activities relating to collection/ feeding/ seeding of Aadhaar number, being undertaken under NERPAP.

The Election Commission has filed Application for Implement (I.A.No. 51252 of 2017) and Application for Directions (I.A No. 51253 of 2017) in the matter on 4th July 2017, before Hon’ble Supreme Court praying to permit the Election Commission to obtain Aadhaar details from the voters who are willing to submit or have submitted it voluntarily in order to link the same with the Voter Electoral Database.

The matter is presently sub-judice. As the matter is still pending before the Hon’ble Supreme Court, the Election Commission has not reviewed its instructions mentioned above. Based on the outcome of the case, the Election Commission will consider the proposal of linking Aadhar number for various electoral services, at appropriate time.

This was stated by the Minister of Electronics and Information Technology in a written reply to a question in the Parliament on 9.3.2018.

Demand for pay scales review by All India Nursing Association

Government have not received any representation/demands from All India Nursing Association. However, representation from All India Government Nurses Federation (AIGNF) was received in the Ministry demanding revision in pay and allowances against 7th Central Pay Commission”s report. 

The Government examined their demands along with demands of other Associations. The Government accepted the Commission’s recommendations on minimum pay, fitment factor, Index of Rationalisation, Pay matrices and general recommendations on pay without any material alteration vide Resolution dated 25.07.2016. 

The recommendation on allowances was referred to an Empowered Committee. The Empowered Committee examined the demands of the Nurses Associations. The accepted recommendations on allowances were notified vide Government of India notification dated 06th July, 2017. The Government of India has accepted to retain and rationalize Nursing allowance and Operation theatre allowance. Uniform and washing allowance has been retained and subsumed under the Dress allowance. Most of the demands of AIGNF have been considered and concluded to their satisfaction

Nursing Association has not given any notice for strike. However, to avoid any such scenario a robust system of monthly interaction with Nurses has been put in place where grievances of Nurses, if any, are discussed.

This was stated by the Minister of State for Health and Family Welfare Shri Ashwini Kumar Choubey in a written reply to a question in the Parliament on 6.3.2018.

Loco running staff

As on 01.04.2017, over Zonal Railways, total number of employed staff in loco running category is 87196.

As per the provision of the Railways Act, 1989 and the Railway Servants (Hours of Work & Period of Rest) Rules, 2005, Loco running staff on the Railways are classified as ‘Continuous’ and as such, their rostered hours of work is 54 hours a week on an average in a two-weekly period of 14 days.

After the Seventh CPC (Central Pay Commission) recommendations, the basic pay of the non-running staff has been increased by a multiplication factor of 2.57 with effect from 01.01.2016 and then fixed in the appropriate cell of the relevant Level in the Seventh CPC pay matrix, while for the running staff the multiplication factor of 2.945 was used. Further, the actual raise in the pay of the running staff has been ensured at a minimum of 14.29 percent with the Ministry of Finance (MoF) concurrence. This has resulted in an effective multiplication factor of around 3.01 for Running Staff. The running staff also get allowances like Dearness Allowance and House Rent Allowance on the basic pay enhanced by 30%.

This was stated by the Minister of State for Railways Shri Rajen Gohain in a written reply to a question in the Parliament on 9.2.2018.

How to Change Passenger name in IRCTC Reserved Ticket?

CHANGE OF NAME OF A PASSENGER ON CONFIRMED RESERVATION TICKET

A change of name in reservation is permitted only by Sr.Divisonal Commercial Manager of concerned division. Where there is no post of Sr.Divisonal Commercial Manager, the change of name in reservation is permitted by Divisional Commercial Manager of concerned division on written requisition tendered by party along with documents as required under the rules 24 hours prior to the scheduled departure of train in following circumstances.

(i) Government servant proceeding on duty on production of a letter from the appropriate authority.

(ii) Between family members due to unavoidable circumstances, viz. father, mother, brother, sister, son, daughter, husband and wife. No cancellation and reservation charges are recovered in this case. The station Manager will be competent to permit alteration of reservation under the condition mentioned above.

(iii) However, in case of group travelling together, party’s written request should be tendered in writing 48 hours before scheduled departure of train and change of name is not permitted in excess of 10% of total strength of the group/party.

Change in the Name of Passenger Holding Confirmed Reservation

1. Save as otherwise, a berth or a seat reserved in the name of a person shall be used only by the person and shall not be transferable to any other person.

2. Chief Reservation Supervisor of important stations are authorized by Railway Administration to permit the change of name of a passenger having a seat or berth reserved in his name in the following circumstances namely :

(a) Where the passenger is a Government Servant, proceeding on duty and appropriate authority, makes a request in writing 24 hours before the scheduled departure of trains

(b) Where the passenger makes a request in writing 24 hours before the scheduled departure of the train that the reservation made in his name may be transferred to another member of his family, meaning, Father, Mother, Brother, Sister, Son, Daughter, Husband and Wife.

(c) Where the passengers are students of a recognized educational institution and the Head of the institution makes a request in writing 48 hours before the scheduled departure of the train, that the reservation made in the name of any student be transferred to any other student of the same institute.

(d) Where the passengers are members of a marriage party and any person deemed to be Head of such party makes a request in writing 48 hours before the scheduled departure of the train that the reservation made in the name of any member of the marriage party be transferred to any other person.

(e) Where the passengers are a group of cadets of National Cadet Corps and any officer who is the head of the group, makes a request in writing at least 24 hours before the departure of the train that the reservation made in the name of any cadet be transferred to any other cadet.

Such request will be granted only once. Regarding item no. (c), (d) and (e), such request for change in excess of 10% of the total strength of group shall not be granted.
