How to calculate the amount of Encashment of Leave Salary... 

Here we have taken for reference the Office Order issued by Ministry of Labour & Employment, Labour Bureau dated on 23.09.2010. 

In this order the department calculate the encashment of leave salary for 300 days earned leave for an employee, who retired on 31.08.2010. [As per the Rule 39(2) C.C.S. (Leave) Rules, 1972 - DOPT Office Memorandum No.14028-7-97-Estt(L) dated 7th October, 1997] 

The Calculation of leave salary is as under :-

Earned leave standing at the credit on the date of retirement = 300 days.

Calculation for 300 days...

30581 X 300 / 30305810

Total Leave Salary admissible = Rs.3,05,810

Subject: Instructions for processing foreign visits of officers of the Government of India for approval of Screening Committee of Secretaries (SCoS)

Reference is invited to this Department’s OM of even number dated 5th January 2016 on the above subject. Para 22 of the ibid OM provides that ‘Proposals, complete in all respects, seeking approval of SCoS shall be submitted to Department of Expenditure 15 days prior to departure date of delegation

2. It has been observed that Ministries/Departments are not submitting their proposals within the stipulated time, often sending proposals one day prior to the departure of the official (3). While it is understandable that requisite approvals and clearances from different agencies/departments take time, it has been observed that Ministries/Departments have been casual in processing their proposals internally without giving due regard to the time frame stipulated for receiving the proposals in Department of Expenditure and seeking approval of the SCoS. Late receipt of proposals for SCoS approval leads to administrative inconveniences both for the SCoS and Ministries/Departments.

3. Hence, Ministries/Departments are directed to ensure that as far as possible, proposals of foreign visits requiring SCoS approval are received 15 days prior to departure date of the delegation but not later than 5 days before date of departure of the delegation. Proposals not adhering to the time frame are liable to be rejected.

Subject: Implementation of Govt’s decision on the recommendations of The 7th Central Pay Commission- Revision of Pension of Pre-2016 Pensioners / Family Pensioners, etc.

Reference: PCDA(P) Allahabad letter No. G1 / C /0199/ Vol.-I / Tech, dated 30.05.2017 and this office Important Circular of even no. dated 05.06.2017.

LPC-Cum-Data-Sheet for revision of pension of Pre-2016 Pensioners / Family Pensioners was forwarded to PCDA (P) Allahabad for issue of e-PPO. PCDA(P) Allahabad has returned a number of LPC-Cum-Data-Sheets with the following reasons:
i. Incomplete / Incorrect bank A / c number.
ii. Date of Death of Pensioners not available

2. A list of the Pensioners / family pensioners are enclosed as Annexure “A”.

3. All the Pensioners / family pensioners are therefore requested to kindly provide following information / documents to this Office so that revised LPC-Cum-Data-Sheet may be forwarded to PCDA(P) Allahabad:

a. Complete Bank details viz Bank A / c No., Name of Bank, Branch Name, IFS Code, Death Certificate, if applicable.

Central And State Governments Not Treated GDS As A Common Man

Social Security Schemes to Gramin Dak Sevaks : A small study 

National Union (FNPO & NUGDS) Report to GDS Pay Committee & Directorate :

GDS are deprived of the State Government welfare/ pension schemes which are available to common man, as the State Govt. consider the working/ discharged GDS as Central Govt.employee and reject their application on this ground.

There are several schemes launched by the Central & State Govt. for housing , health , emoyment etc. But the benefits of these programmes are not reaching to GDS and their family members because of their projected status as a Govt.employee.

For example in Andhra Pradesh & Telangana States , GDS are not eligible for issuing White Ration Card , medical re-embursement schemes like Aarogyasri & NTR Vaidhya Bheema , Housing schemes , childrens educational fee re-embursement , Old age pension etc. which were provided to all COMMON MAN living in these both States.

Therefore we are in the view , that the Central and State Governments not treated GDS as a COMMON MAN also.

Department View :
The GDS are not covered under CCS (Pension ) Rules,1972 and therefore , they are not entitled for any pension,GPF and other benefits . So, DoP has sympathytically designed some social security schemes to GDS i.e. Sevarance now called as Service Dischage Benefit Scheme (SDBS) ,Gratuity,Group Insurance etc.

Sevarance ( SDBS ):
For each completed year of service @1500/- up to 2011 and there after SDBS scheme is introduced . At present maximum amount payable to GDS to this scheme is Rs.60,000/-

Ex-Gratia Gratuity :
At present maximum amount payable to GDS to this scheme is Rs.60,000/-

Group Insurance Scheme
At present insurance coverage of Rs.50,000 with a monthly subscription of Rs.50 is available to all GDS. But it is not a attractive scheme when compared to PMJJBY.

Committee Recommendations :
In the above said two schemes , the GDS Committee recommended 1.5 Lakh to Sevarence amount with delinking the SDBS and 5 Lakhs to Gratuity.GIS recommended for 5 Lakhs with a monthly subscription of Rs.500.

But according to latest information, Severance & gratuity schemes are recommended @1.5 Lakh by the Greatest Departmental Committee who knows everything about GDS System and also who are enjoying on the slavery deaths of GDS.No change of insurance coverage of Rs.50,000 in case of GDS GIS.

Conclusion :
Rules must made according to Labour Laws and Constitution of India

But, not with in the four walls of the AC ROOM according to Department wish.

Vide Railway Board letter referred to above (ref 1) full powers with finance concurrence were delegated to GMs for ‘Empanelment of Private Hospitals for referral’.

The matter has been reconsidered and with the approval of Board (CRB), full powers for ‘Empanelment of Private Hospitals for referral’ are delegated to DRMs for divisions and to CWMs for workshops. They will exercise these powers with concurrence of associate finance and in consultation with CMS. The extant procedures/guidelines including the ones given in letters referred to above may be followed in full. For rest of the units, existing delegation will continue.

This issues with the concurrence of Associate finance of Transformation Cell of Railway Board.

Sub: Recommendations of Seventh CPC with regard to EDP Cadre.

The undersigned is directed to refer to this Department’s 0M of even number dated 17.10.2016 (copy enclosed) requesting therewith to furnish information on the following points:

l. Whether EDP cadre is existing, if yes, the hierarchy and the strength in each grade/level thereof;

II. Copy of existing Recruitment Rules for all the levels.

III. Suggcstions, if any, regarding the cadre restructuring in the cadre.

IV. Comments on the recommendations of 7th CPC.

2. As reply/comments from Ministries/Departments is still awaited even after a lapse of a year, it is requested to furnish information, if any, at the earliest so to enable this Division to expedite the matter of revisiting the model Recruitment Rules for the EDP cadre. If there is no information/comments to be provided the same may kindly be intimated in a fortnight.

Sub: Observance of ‘Armed Forces Flag Day’ on 7th December, 2017 – Regarding.

It has been decided to observe the 7th December, 2017 (Thursday) as ‘Armed Forces Flag Day’ throughout the country. Kendriya Sainik Board, Ministry of Defence has requested for raising funds through distribution of Token flags, booklets and brochures and collection of contributions by volunteers from amongst the staff of the Ministry for the noble cause of support to the families of our martyrs, the disabled ex-servicemen and their dependents.

2. Teams of volunteers from the staff of MHA(P) shall be on duty on the 7th December, 2017 at the four gates of North Block viz. Gate No.4, 5, 6 and 8 to receive donations. Staff shall also be deputed in the offices of MHA(P) located at NDCC-II Building, MDCNS and Jaisalmer House for collection of contributions.

3. It is requested to contribute generously for Armed Forces Flag Day Fund to support the families of our martyrs, the disabled ex-servicemen and their dependents.
