Cabinet approved leave encashment up to 180 days to Defence personnel

Cabinet approved leave encashment up to 180 days in respect of those Defence personnel who died or were invalidated out of service between 30.12.1991 to 29.11.1999 with less than 15 years of service

Cabinet approves encashment of accumulated leave to certain Defence Services Personnel who died or were invalidated out while in service between 30 December 1991 to 29 November 1999 with less than 15 years of service

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved leave encashment up to 180 days in respect of those Defence personnel who died or were invalidated out of service between 30.12.1991 to 29.11.1999 with less than 15 years of service.

The decision will benefit the families of 9777 Officers and other personnel of Defence Services who died or were invalidated out of service during this period. This period is very significant as a large number of casualities took place during the Kargil conflict (“Operation Vijay”) and in counter insurgency operation in J&K and North East during the period.

Railways Taken Various Initiatives For Improved Passenger Experience

Indian Railways takes various initiatives to facilitate travel in this summer

In an endeavor to provide smooth travel experience to the railway travelers, Indian Railways have taken various initiatives for improved passenger experience. Considering the peak season during summers, Indian Railways is poised to offer convenient travel to the passengers without upsetting their plans. To ensure optimal utilization of available accommodation, following initiatives have been undertaken by Indian Railways:-

i) Finalization of first reservation chart at least 4 hours before the scheduled departure of the train.

ii) After preparation of first reservation chart, current ticket booking facility provided through any reserved ticket booking window as well as on internet till preparation of second reservation chart.

iii) Transfer of vacant available accommodation after preparation of second reservation chart to next remote location.

iv) Following facilities are also provided online through IRCTC website:


  • Waitlisted passengers given the option of accommodation in any other train without payment of any difference of fare or grant of refund thereon under VIKALP scheme. This facility can also be availed for e tickets booked prior to 01.04.2017
  • Tickets booked across reserved ticket booking window can be cancelled through IRCTC website or through 139.
  • In case of e tickets, boarding points can be changed through IRCTC website at least 24 hours before the scheduled departure of the train.
  • The facility of online booking of wheel chair provided free of cost to passengers.
  • The facility of online booking of retiring rooms through IRCTC website has been introduced. 
  • Disposable bedrolls can be purchased through IRCTC website.
  • E Catering introduced to increase food options available with passengers.

The Seventh Pay Review Commission for implementing the recommendations in Education Institutes submits its report to HRD Ministry

Prakash Javadekar assures University and College Teachers for getting justice in their Salary related matters

Union Minister of Human Resource Development, Shri Prakash Javadekar has assured the teacher fraternity and staff of Education Institutions, University and Colleges of getting justice in their remuneration related matters. Addressing media persons here in New Delhi, the Minister said the Seventh Pay Review Commission for implementing the recommendations in educational institute, University and Colleges has submitted its report to the Ministry of Human Resource Development. Accordingly, a Committee headed by Secretary Higher Education has been constituted. The Committee will have officials from Finance Ministry and other relevant offices and it will submit its final recommendations which will go to Cabinet.

Shri Prakash Javadekar hoped that the Professors, Staff and every individual in education sector will definitely get benefited. He said ‘those who had some doubt whether government is moving or not in this direction, let me dispel their doubts that we have already started action and soon they will get good news’. He further urged the education fraternity to try more vigorously to improve the quality of education at all levels and concentrate on study, examination and assessment work.

Subject: Payment of Dearness Allowance to Haryana Government Employees on revised scales of pay i.e. 2% to 4% effective from 01.01.2017

Sir/Madam,

I am directed to invite a reference to Finance Department circular letter No.4/3/2016-5FR/35222 dated 25th November,2016 on the subject noted above and to say that the Governor of Haryana is pleased to decide that the Dearness Allowance payable to Haryana Government Employees on revised scales of pay shall be enhanced from the existing rate of 2% to 4% of the pay w.e.f. 1st January, 2017.

2. The instalment of Dearness Allowance payable under these orders shall be paid in cash to all Haryana Government Employees with the salary for the month of April, 2017 to be paid in May, 2017.

3. The payment of arrears of enhanced Dearness Allowance for the month from January 2017 to March 2017 shall be made in the month of may, 2017.

4. The provision contained in para 3,4,5 & 7 in FD’s instruction dated 25th November,2016 shall continue to be applicable while regulating Dearness Allowance under these instructions.

Sub:- Meeting of Departmental Anomaly Committee to settle the anomalies arising out of the implementation of 7th CPC

I am directed to bring to your kind attention that Departmental Anomaly Committee for Railways consisting of representatives of official side and the staff side to settle the anomalies arising out Of the 7th Central Pay Commission’s recommendations was constituted vide Railway Board’s letter dated 5.10.2016. Subsequently, the definition of anomaly has also been modified vide Board’s letter dated 29.03.2016.

2 Now, it is proposed hold the first meeting of the Departmental Anomaly Committee to discuss the various anomalies arising out of the implementation of 7th CPC’s recommendations, It is requested to advice a convenient date of time for holding the meeting along with the tentative agenda/anomalies coming within the definition of anomaly already circulated vide Railway Board’s letter dated 29.032016 to be discussed in the said meeting.

On receipt of the suggestions the final agenda and the schedule of the meeting will be advised.

No. PHD. 1317/346/C.R.64/XXIX.—Government of Maharashtra hereby declares the day of polling of General Election-2017 i.e. Wednesday, 19th April, 2017 as Public holiday within the jurisdiction of Chandrapur, Parbhani and Latur Municipal Corporations. The Government of Maharashtra hereby also declares the day of polling of By-Election, 2017 i.e. 19th April, 2017 as Public holiday in jurisdiction of ward 22 B of Sangli-Miraj-Kupwad Municipal Corporation, ward 24 A of Jalgaon Municipal Corporation and Ward 46 of Kalyan-Dombivali Municipal Corporation, Election division-53 Shirud of Dhule Zilla Parishad, Election Division-1 Danapur of Akola Zilla Parishad and Gana-25, Kutasa of Panchayat Samiti Akot, District Akola.

(2) The Voters of the above listed Municipal Corporation Election Wards, Zilla Parishad Election Divisions and Election Gana of Panchayat Samiti, respectively, who work outside the applicable jurisdiction, will also be entitled to avail of this Public holiday.

(3) This Public holiday (19th April, 2017) is also being notified as a public holiday as per section 25 of Negotiable Instruments Act, 1881 ( 26 of 1881).

(4) All the departments in Mantralaya are requested to bring these instructions to the notice of the concerned Municipal Corporations, Zilla Parishads and Panchayat Samiti and other organizations under their administrative control and advise them to extend this facility to their employees.

Dear Sir,

Sub: Service Certificates issued to the retiring railway employees – modification of proforma requested.

NFIR has since come to know that in the Service Certificates being issued to the retiring railway employees, it has been mentioned as ” Is he member of RECHS or RELHS – Yes or No”. However, in the Last Pay Certificate being issued to retiring emplyees, it has been mentioned as ” Last Basic Pay drawn to be recovered from settlement dues towards RELHS”. Photostat copies of the Last Pay Certificate as well Service Certificate of retired employee of south central Railway are enclosed.

In this connection, NFIR conveys that the sentence in the sentence in the Service Certificate ” Is he member of RECHS or RELHS – Yes or No” is unnecessary as the Last Pay drawn amount is compulsorily being deducted from the settlement dues of retiring employees. Instead, the Service Certificate should contain an endorsement ” He/she is member of RELHS for which an amount of Rupees which is equivalent to the Last Pay Drawn was deducted”. the present proforma of service certificate and LPC needs to be suitably modified in order to remove confusion and hardships of retiring staff in future days.

Incidentally, it is mentioned that when the above deficiency was pointed out at Zonal level it has been conveyed that the proforma cannot be changed at Zonal level as the formats have been designed and operated by CRIS, New Delhi.

NFIR, therefore, requests Railway Board’s intervention to re-design formates of service certificate and LPC suitably, duly taking into account the points mentioned above.

Sub: Reimbursement of Medical Claims of serving and retired Railway employees – Simplification of procedure – requested.

Ref: (i) NFIR’s PNM Item No.41/2016.
(ii) NFIR’s letter No.I/12/Part V dated 09-05-2016.

The agenda Item No.41/2016 came up for discussions in the NFIR’s PNM meeting held with the Railway Board on 22/23-12-2016 when official side explained that a new simplified procedure is being drafted and it will be finalized shortly in consultation with the Federation. Although a period of more than three months has passed, the procedure/proforma have not been shared with the Federation.

NFIR, therefore, requests the Railway Board to make available the draft procedure along with the proforma relating to reimbursement of medical expenses incurred by the serving and retired Railway employees at an early date so that the same could be examined by the Federation for finalization.

Sub: Special leave to the female staff connected to inquiry of sexual harassment – reg.

The Ministry of Personnel, Public Grievances and Pension (DoP&T) vide Gazette notification dated 15-03-2017 No.GSR 251 (E) have issued Rule No.48 ” Special Leave connected to inquiry of sexual harassment” – an amendment to Central Civil Services (Leave) Rules, 1972 which was circulated vide No.13026/622016-Estt (L) dated 16th March 2017 to all ministries. According to the said notification dated 15th March 2017, leave upto a period of 90 days may be granted to an aggrieved female Government Employee on the recommendation of the Internal committee or the Local committee as the case may be, during the pendency of inquiry under the Sexual Harassment of Women at work place (Prevention, Prohibition and Redressal) Act, 2013 and the leave so granted shall not be debited against the leave account.

NFIR requests the Railway Board to issue corresponding instructions early duly endorsing copy to the Federation. copy of DoP&T notification dated 15th March, 2017 is enclosed.
