Dear Comrades,

WELL BEGUN HALF DONE.

HISTORIC 48 HOURS STRIKE HAS COMMENCED WITH BIG BANG.

MASSIVE RESPONSE BY THE BANKING WORKFORCE.

In response to the call of 48 hours strike given by the nine constituents consisting of 4 officers’ organisations and 5 workmen organisations, the entire work force in the banks, have collectively responded to the directions given by the unions. Reports are pouring in from various parts of the country that the response is unprecedented. Unmindful of the soaring temperature, the participation by the members established in unmistakable terms that the level of dissatisfaction is crossed the tolerance level.

2. Looking to the developments that has rocked the Banking system in the last week of January 2018, the responsible and responsive organisations in Banking, took a right decision to postpone the one day strike in Feb, 2018 and responded to the situation by holding a Dharna on 21st March, 2018 at Delhi. The delegation met the Hon’ble Finance Minister and also the Secretary D.F.S. Government of India, which facilitated for a meeting with IBA after six months period. It was a bolt from the blue on 5th May, 2018, that IBA offered a meagre increase of 2% in pay slip components based on the establishment charges as at 31.03.2018. As far as officers are concerned that IBA’s stand on negotiations upto Scale III was certainly unacceptable. In spite of CLC counseling in the conciliation meeting held on 28th May, 2018, the approach of the IBA was all the more intriguing.

3. The four officers’ representatives meeting with Additional Secretary DFS, as decided earlier, facilitated the change in the approach with respect to the negotiations upto Scale VII. But there was no urgency felt on the part of the IBA, to avert the strike, by proposing the mid course correction in the overall atmosphere of negotiations. The last minute half hearted approach by the authorities is also unjust.

TO Conclude; SUCCESS IS NOT SOMETHING READYMADE. IT COMES FROM YOUR OWN SET OF ACTIONS PERFORMED.

MOVE ON, MOVE TOGETHER, MAKE THE STEPS MORE MEMORABLE IN THE ANNALS OF THE HISTORY OF MANKMEN.

Subject:- Payment of Salary to Central Government Employees on 29th May 2018 due to bank strike called by United Forum of Bank Unions

It has come to the notice of this office that United Forum of Bank Unions (UFBU) has called for a nationwide bank strike on 30th and 31st May 2018. Banks are likely to remain closed on that days and even files for the e-payment of salary for the month of May 2018, which is due for 31st May 2018, may not get processed, resulting in delay in disbursal of salary to Central Government Employees.

2. All the Pr. CCAs/CCAs/CAs (Independent Charge) are, therefore, advised to consult their accredited banks in this regard and if any delay is foreseen in disbursement of salary on 31st May 2018 by the accredited banks, due to strike, necessary instructions may be issued to all the field PA0s/CDDOs to upload salary payment files of Central Government Employees with NPB date as 29th May 2018 (last working day for bank, if strike materializes), and ensure that same reaches the banks latest by 25th May 2018.

3. This issues with the approval of Competent Authority.

Subject: Strike-Call given by Bank Unions on 30th & 31th May 2018.

The SBI (CMP) Hyderabad has intimated that Bank Unions have given a notice for all India bank strike on 30th and 31st May 2018. The SBI (CMP) has further requested all the controllers to upload salary/ pension payment files on SBI CMP portal by 25th of May with NPB 28th May 2018.

In order to avoid delay and for smooth processing of salary/pension payment, it is advised to upload payment files within stipulated time with NPB 28th May 2018.

Medical Insurance Scheme – constitution of committee

Please refer to our earlier communication in the subject matter and discussions held on 5th May,2018 with the Negotiating Committee. As desired , we place below the four suggested options:

i. Banks may go back to the earlier Hospitalization Expenses reimbursement Scheme as was in vogue till 9th Bi-partite settlement for employees and dependent family members.

ii.Directly deal with united India Insurance Co.Ltd or any other Insurance Company by calling quotes, without any interference from Broker.

iii.Advise banks to decide on the course of Medical Insurance Scheme on their own. Each Bank can negotiate with Insurance Companies to provide a Scheme tailor made to the requirement of the same.

iv.Continue with the process of appointing two or more brokers to help in assisting the IBA member banks to get a suitable Sheme prepared after getting the best quote as the nuances and fine print of the Insurance Policy and its features & interpretation will not be known to most employees & IBA in the absence of a broker.

2.In this context, as suggested by you, we would like to hold a meeting at our stadium House Office on 11.5.2018 at 11.00am to have fruitful deliberation for further course of action regarding Medical Insurance Scheme. You are therefore requested to kindly make it convenient to depute four representatives (two from officers Associations & two from Workmen Unions) to attend the meeting & share the views of the unions & Associations so that the matter may be concluded well in time before renewal.

3.A line of confirmation will be highly appreciated in this regard.
