Implementation of Government’s decision on the recommendations of the Seventh Central Pay Commission – Revision of pension of pre-2016 pensioners/family pensioners, etc :

(i)REVISED PENSION OF PENSIONERS WHO RETIRED BETWEEN 1-1-1986 & 31-12-1995 (4TH CPC SCALES)


  • Step 1: work out Notional pay as on 1.1.1996 = LPD at the time of retirement + DA as on 1-1- 1996 was 148 % up to Rs.3500 BP and 111% for BP Rs.3501 to 6000 with minimum of Rs.5180 + IR 1 Rs 100/- + IR II =10% of BP (min Rs100) + 40% fitment benefit sum total be placed in appropriate stage in the 5th CPC scale corresponding to the scale from which retired

  • e.g 4th CPC scale =2000-60-2300-75-3200 LPD 2300 Notional pay = 2300 +3404 +100 +230 + 920 =6954 placing it at appropriate level of Corresponding 5th CPC scale = 6500-200-10500 Notional pay as on 1.1.96 comes to Rs 7100/

  • Step 2: Work out Notional pay in 6th CPC PB 2 Rs 9300-34800 GP 4200 =7100 X1.86 +4200 = 17406

  • Step 3: work out Notational pay 7th CPC = 17406 x 2.57 = 44735plce it in pay matrix level 6 = 44900

  • Step 4: 7th CPC pension = Rs 22450 family pension


(ii) REVISED PENSION OF PENSIONERS WHO RETIRED BETWEEN 1-1-1996 & 31-12-20055 (4TH CPC SCALES)


  • e.g 5th CPC scale S 19 10000- 15200 LPD Rs 11300

  • Step 1: work out notional pay 6th CPC PB 3 GP 6600 =11300×1.86 +6600 = 27620

  • Step2: Work out Notional Pay 7th CPC in accordance with OM No.38/37/2016-P&PW(A) dated 12.5.2017 = 27620 x 2.57 = 70 984 place it at appropriate stage in Pay Matrix Level 11 = 71800/

  • Step 3 : Pension = 35900/ family Pension = Rs 21540/


Example: In case of a pensioner retired at last pay drawn of Rs.4000 on 31st January, 1989 under IV CPC regime, having drawn 9 increments in the pay scale of Rs.3000-100-3500-125-4500… Find the corresponding 6th CPC Grade Pay Rs.6600 and enter 9 earned increments in the calculator.

7th CPC Revised Pension Calculation as per Department of Pension and Pensioners Welfare Order dated 12th May 2017 [See the Order] is still not clear for Pensioners.

For arriving the Notional pay, it is stated in the DoPPW Order that,

It has been decided that the revised pension/family pension w.e.f. 01.01.2016 in respect of all Central civil pensioners /family pensioners, including CAPF’s, who retired/died prior to 01.01.2016, may be revised by notionally fixing their pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay scale /pay band and grade pay at which they retired/died.

This will be done by notional pay fixation under each intervening Pay Commission based on the Formula for revision of pay. While fixing pay on notional basis, the pay fixation formulae approved by the Government and other relevant instructions on the subject in force at the relevant time shall be strictly followed.

Arriving of the Notional pay in Successive Pay scale is not made clear in the Examples given in the DoPPW order for Revision of Pension on Notional Pay. The methodology applied for arriving the Notional Pay in Successive pay scales should be shown in the Examples. The formulae adopted to revise the Pay in each intervening Pay Commission should be shown with the illustrative examples. Then only it will be arrived without any confusion.

At least to help the CG Pensioners, Pay Scales of 4th, 5th, 6th and 7th Pay Commission is given below. However they can identify the Pay Scales of Successive Pay Commission.

Sub: – Cabinet decision on 3rd May 2017 related 7th CPC – RegAnother gimmick by the Modi Government

Dear Comrades,

A press communiqué was issued by Ministry of Finance on 3rd May 2017 with a caption “Cabinet approves modification in the 7th CPC recommendations on pay and pensionary benefits.” Copy of the said communiqué is attached.

But in the said communiqué nowhere it was mentioned about any modifications in the recommendations on pay. It contains only two subjects, Revision of pensioners of pre – 2016 pensioners and family pensioners and Disability Pension for Defence Pensioners. The communiqué is left with half information with regards to pre 2016 pensioners as it was not clarified how the pension is going to regulate.

The attempt of the Government is to create confusion among the Central Government Employees in general and the Public at large, as the Confederation of Central Government Employees & Workers has been announced its next course of action to hold dharna in front of the house of Finance Minister Arun Jaitely’s New Delhi on 23rd May 2017.

We can also expect statements from the so called NJCA leadership to congratulate the Government and may even claim because of their effort only the Cabinet too decision on pre – 2016 pensioners (or inaction?).

Beware of such leaders and the Government’s attitude and ensure grand success of the Dharna on 23rd May 2017 at Delhi and in all units as per the call from Confederation of Central Government Employees & Workers. Be ready for Dharna.

What the above decision means for pre-2016 retirees?

Modification made appears fixing the pay of pre 2016 retirees notionally in revised pay matrix and then fixing pension at 50% of pay. If the pension so fixed is more than the pension fixed with fitment formula of 2.57 then pension will be revised otherwise no change. It is presumed that option will be given to pensioners. For arriving at pay in revised matrix of 7 CPC for those who retired prior to 1-1-1996 notionally there pay will be fixed under V CPC scales and VI CPC Pay structure. Similarly for those who retired prior to 2006 it will be notionally fixed in VI CPC Pay structure and then in 7 CPC matrix. The pay for this purpose is pay last drawn as recorded in their PPO. For the information of readers fixation formula under V CPC, VI CPC and VII CPC rules is given below:
