New CGHS dispensary at Faridabad, Haryana

CGHS Wellness Centre, Faridabad has defined areas for CGHS coverage to provide facility to serving Central Government Employees residing there.

The areas covered by CGHS Wellness Centre, Faridabad are as under:-
  • i. Block A to K between NH-1 to NH-4.
  • ii. Sector – 21A to Sector – 21D
  • iii. SGM Nagar
  • iv. Gandhi Colony
  • v. Aadarsh Nagar
  • vi. Badkhal
  • vii. Village Fatehpur
  • viii. Village Ankhir
  • ix. Indira Colony
  • x. Nehru Colony 

Total number of Primary CGHS card holders is 10,338 (30,791 beneficiaries).

Pensioners residing in Faridabad and other areas have the option to avail CGHS facility from CGHS Wellness Centre, Faridabad. The total number of Pensioner CGHS card holders is 5,911 (12,027 beneficiaries).

CGHS Wellness Centre at Faridabad shall be made operational at Zila Sainik Board Building, Sector – 16, Faridabad as and when the renovation of building is completed.

Quota in jobs for persons with disability

As per Section 34(1) of the Rights of Persons with Disabilities Act, 2016 every appropriate Government is required to appoint in every Government establishment, not less than four per cent of the total number of vacancies in the cadre strength in each group of posts meant to be filled with persons with benchmark disabilities of which, one per cent each shall be reserved for persons with benchmark disabilities under clauses (a), (b) and (c) and one per cent, for persons with benchmark disabilities under clauses (d) and (e), namely:—

  • (a) blindness and low vision;
  • (b) deaf and hard of hearing;
  • (c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy;
  • (d) autism, intellectual disability, specific learning disability and mental illness;
  • (e) multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness in the posts identified for each disability.


As per the repealed Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, 3 per cent reservation in vacancies was applicable to persons with disabilities having disability of 40 per cent or more. As per the Rights of Persons with Disabilities Act, 2016, reservation in vacancies has been increased to 4 per cent which is applicable to persons with benchmark disabilities only i.e. persons having disability of 40 per cent or more.

Booking of Railway Tickets Without Paying Money In Advance

A scheme of booking e-ticket online and making payment after 15 days through ‘ePaylater’ powered by M/s Arthashastra Fintech Pvt. Ltd., as pilot project, has been introduced by Indian Railway Catering and Tourism Corporation Ltd. (IRCTC). Under this scheme, a customer has the option to pay after 15 days of booking an e-ticket through IRCTC website. 

The service charge levied on using ‘ePaylater’ scheme is 3.50% of transaction amount and applicable taxes. Online ticketing through IRCTC website is gaining popularity and its share vis-à-vis counter tickets is increasing. Further, online ticket booking is also being promoted as a cashless mode of transaction.

ePaylater as a payment option is displayed at the payment page of IRCTC website to make people aware about the availability of this payment method. Details about its service charge and ‘Terms & Conditions’ of the scheme are also provided at the payment option page.

Sub:- Amendment of instructions regarding dearness relief to re-employed pensioners consequent on revision of ignorable part or pension for fixation of pay in the re- employment post-reg

The undersigned is directed to refer to subject cited above and to say that the grant of dearness relief to rc»employed pensioners/family pensioners is presently regulated in accordance with the instructions contained in this Department’s 0M No. dated 02.07, 1999 and subsequently amended vide this Department’s dated 38/88/2008- dated 09.07.2009

2. DoPT, vide their OM No.3/3/2016-Estt.(Pay II) dated 01.05.2017 have issued instructions for revision of ignorable amount of pension from Rs.4000/- to Rs. 15000/- (Rupees Fifteen Thousand) for the purpose of fixation of pay in the re-employment post. Accordingly, the amount Of Rs. 4000/- appearing in this Department’s 0M dated is revised as Rs. 15000/- (Rupees Fifteen Thousand). The other conditions for grant of dearness relief In OM dated 02.07 1999 remain the same.

3. In their application to Indian Audit Accounts Department, these orders are being issued after consultation With the Comptroller & Auditor General of India.

4. This issues With the concurrence of Ministry of Finance, Department of Expenditure ID Note No.181/E-V/2017 dated 17.11.2017 and Department of Personnel & Trainmg ID Note no dated 18.09.2017.

Subject: Amendment of GOI, MOD letter No.1(2)/2016-D(Pen/Pol) dated 30.09.2016 and revision of pension of Pre-2006 pensioners (JCOs/ORs and Commissioned Officers) delinking of qualifying service of 33 years for revied pension.

Reference: GoI, MoD letter No.1(2)/2016-D(Pen/Pol) dated 30.09.2016 (Circular No.568 dated 13.10.206)

Copy of GoI, MoD letters No.1(2)/2016-D(Pen/Pol) dated 11.10.2017 and 22.12.2017 are forwarded herewith for further necessary action at your end.

2. Minimum guaranteed pension table for all the ranks of Defence Forces Personnel for service pension and family pension have been issued vide GoI, MoD letter No.1(2)/2016-D(Pen/Pol) dated 30.09.2016 (Circular No.568 dated 13.10.206).

3. Consequent upon issue of GoI, MoD letter dated 11.1.0.2017 following amendments are made in GoI, MoD letter No.12(2)/2016-D(Pen/Pol) dated 30.09.2016:

Further, it has also been decided by the competent authority that rates of service pension and family pension in respect of NCs (E) of Army and Air Force will also to be revised in terms of GoI, MoD letter dated 22.12.2017 as the rates of service pension and family pension in respect of NCs (E) of Army and Air Force have not been provided in GoI, MoD letter dated 30.09.2016. Therefore, AnnexureB (Army) and Annexure-C (Air Force) are amended as follows:-

(i) Following note is inserted below Annexure-B (Army)
Note:- Rates of pension indicated in Annexure-B (Army) is also applicable for the revision of pension in respect of NCs (E) of Army as per rates applicable for Sepoy Group “Z”.

(ii) Following rates of pension may be included in Annexure-C (Air Force) :-

5. All other terms and conditions remain unchanged.
