Sub: Implementation of the recommendations of the Sixth State Pay Commission

GOVERNMENT ORDER NO. FD 06 SRP 2018

The Sixth State Pay Commission constituted in G.O.No.FD 22 SRP 2017 dated 01.06.2017 has submitted its Report (First Volume)on 31.01.2018.

2. The Government have considered the report of the Sixth State Pay Commission and are pleased to extend the revised Master Scale and the revised twenty five standard scales of pay recommended by it. The revised Master Scale and the revised pay scales are as indicated below.

3. The revised scales of pay will be effective from 1st July 2017. The monetary benefits on account of revision of pay scales will, however, be admissible from 1st April 2018. The pay in the revised pay scales shall be fixed as follows:-
(a) Basic pay in the existing pay scale as on 01.7.2017.
(b) Dearness Allowance admissible at index level of 276.9 points i.e. DA as on 01.7.2017.
(c) Fitment benefit of 30% of basic pay as on 01.7.2017.
(d) After computing the total of (a), (b) and (c), the pay may be fixed in the revised scale at the stage next above the amount so computed.

4. The pay in the revised pay scales in respect of Primary School Teachers, High School Teachers and Pre-University Lecturers who are drawing Rs. 450/400/500 special allowance at present, shall be fixed as follows:-
  • (a) Basic pay in the existing pay scale as on 01.7.2017.
  • (b) Dearness Allowance admissible at index level of 276.9 points I.e. DA as on 01.7.2017.
  • (c) Fitment benefit of 30% of basic pay as on 01.7.2017.
  • (d) Special allowance of Rs. 450/400/500 being drawn by the Primary School Teachers, High School Teachers and Pre-University Lecturers;
  • (e) After computing the total of (a), (b), (c) and (d), the pay may be fixed in the revised scale at the stage next above the amount so computed.

5. The recommendations of the 6th State Pay Commission to revise the minimum and maximum Pension from the existing Rs. 4800/- and Rs. 39,900/- to Rs.8500/- and Rs.75,300/- respectively and corresponding Family Pension from Rs. 4,800/- and Rs. 23,940/- to Rs.8,500/- and Rs. 45,180/- respectively are accepted. The revised pension and family pension of Government servants who have retired or died while in service prior to 01.07.2017 shall be fixed as follows:-
a) Basic pension/family pension as on 01.07.2017
b) Dearness allowance of 45.25% as on 01.07.2017
c) 30% of basic pension/family pension as on 01.07.2017
The total of (a) + (b) + (c) above will be subject to a minimum of Rs. 8,500/- per month for pension and family pension and maximum of Rs. 75,300/- per month in respect of pension and Rs. 45,180/- per month in respect of family pension.

6. The recommendations of the 6th State Pay Commission pertaining to grant of Dearness Allowance based on revised formula, revision of HRA and CCA in the revised pay scales, continuation of existing system of grant of charge allowance at the rate of 7.5% of basic pay, enhancement of Group Insurance Scheme contributions of employee, enhancement of DCRG limit to Rs.20.00 lakhs and extension of DCRG and family pension benefit to employees covered under New Pension Scheme are accepted and separate orders/rules in this regard will be issued later.

7. Government are also pleased to extend the above benefits to the employees of the aided educational institutions, local bodies and non-teaching staff of the Universities.

8. The increase in Pay and Allowances on account of the revision of scales of pay shall be payable in cash from 1st April 2018. In cases where a Government servant has retired from service or died while in service or ceased to be in service during the period between 1st July 2017 and 31st March 2018, his pay fixed notionally in the revised scale of pay shall be taken into account for the purpose of calculation of pension/family pension. The monetary benefit shall, however, accrue to the retired Government servant or the beneficiary of the deceased Government servant with effect from 1st April 2018.

9. Allocation of revised scales of pay and regulations of pay and pension therein will be governed by detailed rules, orders and instructions to be issued by the Government separately.

The undersigned is directed to refer to NFIRs letter No. IV/NPS/PFRDA BILL/Part- I dated 13.02.2017, 26.10.2017 and 11.12.2017 on the above subject. 

2. In this regard it is informed that on the request of NFIR, Hon’ble former Minister of Railways, Sh.Suresh Prabhu had written a D.O letter dated 11.04.2017 to the Hon’ble Minister of Finance and Corporate Affairs, Sh.Arun Jaitley, to have a second look on the issue of exemption of Railway employees from the application of National Pension System (NPS). In reply, Hon’ble Minister of Finance and Corporate Affairs Sh. Arun Jaitley has communicated that the matter was reconsidered in consultation with pension Fund Regulatory and Development Authority (PFRDA) and that the request for exemption railway servants appointed on or after 01.01.2004 from the application of NPS does not seem to be feasible proposition.

Sub:- Providing opportunity, for submitting representation, to the employees who have been awarded below “Very Good” Grading in their last three years’ APARs (for the purpose. of MACPs)

As the. Railways ·are aware, based on recommendations of the 7thCPC, the benchmark for grant of MACPs benefit has been enhanced from “Good” to “Very Good” w.e.f. 25.07.2016, for which, three (03) years’ APARs are taken into consideration. The step has debarred certain number of staff from this financial upgradation.

2. Since the earlier “Good” benchmark for MACPs. was applicable upto 25.07.2016, the employee, having “Good” Grading in their APARs for the previous three years before 25.07.2016 may not have had a reason to represent against the Gradings given, as they met the then prescribed criteria of benchmarking for MACPs. Now since the benchmark for MACPs has been raised to “Very Good”, there seems a justification to allow the emplpyees having “Good” or below Grading for a period of three years’ APAR Grading immepiately preceding the cut off date ibid an opportunity to represent against the same.

3. Considering the above and the demand raised by both Federations e.g. AIRF & NFIR to this effect , Board have decided that the employees who had been awarded “Good” or below Grading their previous three years APARs (for years 2014-201 5, 2015-2016 a~d 2016-2017) may be given a chance, as a one time measure, to represent against the same within 30 days from communication of this order. The representation submitted by such employees may be considered and decided by the Accepting Authority and, in case where the accepting authority has demitted office for whatever the reason it may be, by the authority higher than accepting authority within a period of 30 days in term’s of Board’s letter No. E(NG)I-91/CR/2 dated 10.06.1993. This dispensation ~as been made for the purpose of MACPs only and may be given wide publicity among the officials concerned.

Sub: Split Medical Identity Card to serving Railway employees.

Ref: Railway Board’s letter No. 2004/H/28/1/RELHS/Card dated 22.03.2005.

In terms of provisions contained in Para 626 (1) of India Railway Medical Manual (IRMM) -2000, it is necessary to produce medical identity Card for availing of medical facilities in Railway Hospitals. It has been brought to the notice of Board that serving Railway employees/their eligible dependent family members find difficult to avail of medical facilities when one of the family member move out of station carrying Medical Identity Card provision for RELHS beneficiaries though exist vide letter under reference but no such facility existed for serving Railway Employees. The issue has, therefore, been examined and it has been decided to extend the facility of split Medical Card to serving Railway employees covered by RMA rules. Original Medical Identity Card may be deposited with the issuing authority who may issue split Medical Identity Card to the beneficiaries as requested by them. Issuing authority of Split Medical Card will be the office of controlling authority where the employee is working and the registering authority of Split card will be authorised Medical officer (AMO) of nearest Health Unit/Hospitals where the dependants are staying.
