Subject: Submission of documents / information by identified Pensioner Associations for release of Grant-in-aid during 2018-2019 under Web-based ‘Pensioners’ Portal’ Scheme.
Sir,
This Department would be considering the proposal for release of Grant-in-Aid for the financial year 2018-19 to various identified Pensioners’ Associations under the Scheme of Pensioners’ Portal. For this, it is necessary that the Pensioners’ Associations submit a brief on the activities undertaken in the last financial year and also formulate a Work Plan for the current financial year. While formulating the Action Plan it also needs to be ensured that activities under SANKALP are also included in the Work Plan.
2. You are also aware that during 2017-2018 Grant-in-aid was released on the basis of your registration (Unique Identification number) with NITI AAYOG DARPAN PORTAL with Unique ID registration No. with PFMS (EAT) module which was a mandatory requirement to get the grant-in-aid. Further, you had to book the utilization of funds for approved components under the Scheme of GIA through EAT Module under PFMS which is also mandatory requirement. Any expenditure booked otherwise than through EAT module will not qualify for adjustment against the Grant-in-aid sanctioned and released and the Association will be liable to refund such amount to this Department alongwith interest. Moreover, your Association may also not become eligible of for further release of Grant-inaid for 2018-2019 onwards. In this connection please refer to this Department’s sanction letter for release of Grant-in-aid for the financial year 2017-2018 and also refer to number of e-mails sent to you in the matter.
3. Accordingly, all the Pensioners Associations will have to download/provide a copy of Utilization Certificate and Statement of Accounts through PFMS-EAT module and subsequently audited by CA so as to enable you to get Grant-in-aid for the financial year 2018-2019.
4. You are therefore requested to furnish the following information/documents :
i) Activities undertaken during 2017-2018 with reference to Annual Action Plan 2017-2018 submitted by you in the enclosed proforma (Annexure-I)
ii) Annual work plan for the year 2018-19. While undertaking this exercise, you may include activities which may contribute to overall welfare of the pensioners.
iii) The Work Plan/activities undertaken under “SANKALP’ in pursuance of this Department’s letter NoA/36/2013-P&PW(C) dated 17.09.2014 (copy enclosed)
iv) The number of Pensioners Grievances registered online on CEPENGRAMS by the Pensioners Association through their login-ID and present status of these Grievances.
v) Total existing memberships of the Association as on 01.04.2018 and no. of members added/deleted during 2017-18and the present status.
vi) Utilization certificate and statement of accounts for the Grant-in-aid released during 2017-18 downloaded/retrieved from the PFMS-EAT Module and audited the same by CA.
vii) Filled in proforma for furnishing Association Details (Annexure-II)
3. In addition to above, the Pensioners’ Association are also required to submit quarterly progress report in this regard to the department of Pension & Pensioners’ Welfare for perusal.
4. In view of the above, all the identified Pensioners’ Associations are requested to submit the above stated information alongwith requisite documents latest by 30th July, 2018 positively so as to enable for this Department to release the Grant-in-Aid for the financial year 2018-19 well in time.

As you are aware that 7th CPC pension revision for Pre-2016 pensioners/family pensioners is going on in compliance to the DP&PW 0M dated 12th May, 2017. As on date, more than 5 Lakhs pension revision cases of central civil pensioners/family pensioners have been received in Central pension Accounting Offce (CPAO). CPAO is receiving many queries from the pensioners/family pensioners regarding status of their pension revision. CPAO is providing the status of pension revsion to the pensioners. The pension revision status can also be checked by the pensioners/family pensioners through CPAO website vvww.cpaQ.nic.in by entering their 12 digit PPO numbers. For the wider publicity of this facility among Central Civil Pensioners/family pensioners, it is felt necessary that a link of this facility available on CPAO website may be provided in the official websites of your Ministry/Department and its attached/subordinate offices for the benefits of pensioners.

Sub:- Revision of provisional pension sanctioned under Rule 69 of the CCS (Pension) Rules, 1972.
The undersigned is directed to say that in implementation of the decision taken on the recommendations of the 7th CPC, orders were issued vide this Departments’ OM No. 38/37/2016-P&PW (A)(ii) dated 04.08.2016 for revision of pension of pre-2016 pensioners/family pensioners w.e.f. 01.01.2016 by multiplying the pre-revised pension/family pension by a factor of 2.57. Subsequently, vide OM No. 38/37/2016-P&PW(A) dated 12.05.2017, it has been decided that the pension/family pension of all Central civil pensioners/family pensioners, who retired/died prior to 01.01.2016, may be revised w.e.f. 01.01.2016 by notionally fixing their pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay sclae/pay band and grade pay at which they retired/died.
2. Instructions were issued vide this Department’s OM of even number dated 30.11.2016 for extending the benefit of OM dated 4.8.2016 to the following categories of pensioners drawing provisional pension under Rule-69 of the CCS (Pension) Rules, 1972.
(i) Retired before 1.1.2016 and sanctioned provisional pension under Rule-69 of the CCS (Pension) Rules on account of departmental/judicial proceedings or suspension.
(ii) Suspended before 1.1.2016 and sanctioned provisional pension, based on their pre-revised pay under Rule-69 of the CCS (Pension) Rules on retirement on or after 1.1.2016.
3. It has now been decided that provisional pension sanctioned in the above cases may be revised w.e.f. 1.1.2016 in accordance with the instructions contained in this Department’s OM No. 38/37/2016-P&PW(A) dated 12th May, 2017. Higher of the two formulations i.e. OM dated 4.8.2016 or OM dated 12.5.2017 would be the revised provisional pension w.e.f. 1.1.2016 in such cases.
4. This issues with the approval of Department of Expenditure, Ministry of Finance ID No. 1(21)/E-V/2016 dated 15.01.2018

Dr Jitendra Singh to inaugurate first ‘Pension Adalat’ tomorrow
Pensioners for outstanding contribution towards ‘Anubhav’ to be awarded
Mobile App to avail the services of Pensioners’ Portal also to be launched
The Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh will inaugurate the first ‘Pension Adalat’ here tomorrow. He will also award the Pensioners for their outstanding contribution towards ‘Anubhav’ – a platform for retiring employees for sharing their experience of working with Government. Moving ahead from e-governance to m-governance, a Mobile App has been created to avail the services of Pensioners’ Portal which will also be launched by Dr Jitendra Singh tomorrow. As a measure of welfare to the pensioners of Government of India, a workshop on Pre-Retirement Counseling (PRC) of 300 retiring Central Government employees is also scheduled to be held. The event is being organized by Department of Pension & Pensioners’ Welfare, Ministry of Personnel, Public Grievances and Pensions, Government of India.
The objective of this workshop is to create awareness about the post-retirement entitlements as well as an advance planning for life after retirement. There will be four interactive sessions which will cover inter-alia, the road map to retirement, medical facilities for pensioners, re-engagement of retired people for voluntary social activities under ‘Sankalp’. There will be another session on Income Tax and other benefits for senior citizens as well as investment and financial planning for retired people and the Importance of writing a Will.
The Pension Department in this programme will launch the first of a series of Pension Adalats which is being convened with the objective of bringing on a common table the aggrieved pensioner, the concerned department, the bank or CGHS representative, wherever relevant, so that such cases can be settled across the table within the framework of extant rules.
The Mobile App to be launched tomorrow will be extending all the services meant for the pensioner, which are currently available on the Pensioners’ Portal of the department, to the mobile handset. With this App, a superannuating Central Government official will be able to monitor the progress of his pension settlement, and retired officials will be able to self-assess their pension through the pension calculator and will also be able to register their grievances, if any, and get updates on orders issued by the Department.
The ANUBHAV AWARDS 2017 will be presented to 17 pensioners for their contribution towards creating institutional memory for the departments. Anubhav scheme had been instituted on the call of Prime Minister Shri Narendra Modi to encourage retiring/retired employees to submit their experiences while working in the government with the objective to create an institutional wealth for the government for future governance as well as to enthuse and inspire the future generations of government officials in their respective assignments.
