Subject: Implementation of recommendations of One-man committee on wages and allowances of Gramin Dak Sevaks (GDSs)

One-man committee headed by Sri Kamlesh Chandra, Retired Member, Postal Services Board was set up by the Government of India vide Ministry of Communications, Department of Posts Resolution No. 17-13/2013-GDS dated 19.11.2015 for examining the conditions of service and emoluments and other facilities available to the Gramin Dak Sevaks (GDS). The committee had submitted its report to the Government on 24.11.2016. The Government has carefully considered the recommendations of the One-man Committee regarding revision of TRCA and allowances and is pleased to order the following.

2. Introduction of new Time Related Continuity Allowance (TRCA)
The entire GDSs posts shall be brought under two categories viz. Branch Postmasters (BPMs) and other than Branch Postmasters. GDSs other than BPMs and working in Branch Post offices shall be designated as Assistant Branch Postmaster (ABPMs) and GDSs working in departmental offices shall be designated as Dak Sevaks. There shall be two slabs of working hours Viz. Four (4) and Five (5) hours and two levels of TRCA slabs each for BPMs and other than BPMs. For this purpose, the working hours of GDSs with 3 hours, 3 ½ hours and 3 hours 45 minutes shall be revised to 4 hours and those with 4 ½ hours workload shall be revised as Five (5) hours, with effect from 1.7.2018.

The revised TRCA-slabs – levels applicable to these two categories will be as shown in Table



2.1 Clubbing (Merging) of old TRCA SLABS

The existing 11 TRCA slabs shall be merged into three TRCA Slabs with two levels each for BPMS and other than BPMS as shown in Table 2. Effectively, there shall be only 3 TRCA Slabs as one TRCA Slab will be common for both the categories.

2.2 Fixation Formula

The GDSs shall be brought to the respective levels in the new TRCA matrix wef 1.7.2018. For fixation of TRCA of the Gramin Dak Sevaks in the new TRCAs labs, the existing Time Related Continuity Allowance (TRCA) for the GDS in the 11 TRCA slabs in the pre-revised structure as given in Table-2 above, as on 01.07.2018, shall be multiplied by a factor of 2.57. The amount may be rounded off to the nearest rupee. The figure so arrived at is to be located in the Level corresponding to GDS’s TRCA in the new TRCA Slab as given in Table-3.


2.3 If a cell identical with the figure so arrived at is available in the appropriate Level, that cell shall be the revised TRCA; otherwise the next higher cell in that Level shall be the revised TRCA of the GDS. However, in order to guide ad ministration/DDOs in fixing the revised TRCA of GDS in the new TRCA matrix correctly, illustrations in this regard are annexed at Annexure-II.

2.4 In respect of GDS whose annual increase of TRCA is due on 1st July, 2018,his/her TRCA consequent on annual increase in the pre-revised TRCA be effected first and then his/her TRCA be fixed in the new revised TRCA Matrix as in Table-3.

2.5 If a GDS happens to be on leave on 01.07.2018, the revised TRCA will beeffective from the date of rejoining of duty. In case of GDSs on put off duty as on 01.07.2018, they shall continue to draw ex gratia payment based on existing TRCAand fixation of his TRCA shall be subject to the final order on the pending disciplinary proceedings

3. Annual Increase.

The annual increase of TRCA is 3%. After fixation of TRCA in the appropriate stage in the TRCA Matrix /slab as specified in Para 2.2 above, the next annual increase will be effected after completion of 12 months of continuous engagement from that date subject to para 3.2 below. Subsequent increase in TRCA scaleshall be at the immediate next stage in the respective levels of new TRCAmatrix at Table

3.1. In respect of the GDSs engaged on or after 01.07.2018, the initial fixation will be done on first stage of Level 1 of the respective category.

3.2 There shall be two dates of annual increase in TRCA namely, 1st July and 1st January of every year; provided that a GDS shall be entitled to only one annual increase in TRCA on either one of these two dates depending on the date of engagement.

4. Other Allowances:

Other allowances namely, Office Maintenance allowance, Fixed Stationery Charges, Cycle Maintenance Allowance, Combined Duty Allowance, Risk and Hardship Allowance have been revised as detailed in Annexure-I.

5. Dearness Allowance

The existing practice to grant the Dearness Allowance will continue, as per the Seventh CPC recommendations, as a separate component, and also as revised from time to time, whenever it is revised for Central Government Servants.

6. Productivity Linked Bonus

Present calculation of Ex-gratia bonus by applying the calculation ceiling oft7,000 as basic TRCA + DA shall continue until further orders.

7. Date of Effect

The revised TRCA as per the matrix at Table-3 for all GDSs shall be applicable w.e.f. 01.07.2018. The revised rate of other allowances at Annexure-I shall also take effect from 01.07.2018.

8. Payment for the Period from 01.01.2016 to 30.6.2018

The arrear payable to GDS will take Into consideration the following two figures:

(i) Due for the period from 1.1.2016 to 30.6.2018 calculated on the basis of TRCA already drawn multiplied by a factor of 2.57

(ii) TRCA Including DA drawn for the above period from 1.1.2016 to 30.6.2018

(iii) The difference between (i) and (ii) will be the amount payable to GDSs on account of arrears.

Illustrations in this regard are given at Annexure-III

9. The payment due to GDSs, according to instructions at Para-8 above maybe initiated immediately so as to ensure disbursal latest by 15th July, 2018. Likewise, the process of fixation of TRCA in the new TRCA matrix as at para 2.2may be completed before 25th July 2018. With regard to the payment for the period from 1.1.2016 to 30.6.2018, an undertaking in the prescribed format (Annexure-IV) should be obtained from each Gramin Dak Sevak and kept onrecord before disbursement of the arrears.

10. The Circle Postal Accounts Office shall carry out cent percent verification of fixation of TRCA consequent on revision. The entire process of verification should be completed by 31.12.2018.11. Dear CPMG,

Happily the fortnight-long Strike of Gramin Dak (GDS) has come  to an end. Now before us is the urgency to restore normalcy of  operations. Standing instructions in this regard are available with you. You  may consult them and apply as the situation demands to clear the accumulated mails including COD, Speed Posts, etc. The next important task that comes to my mind is the resumption of roll out of our DARPAN project. This is one such project which can make a of difference in the way we are serving the public. We must put in extra effects to roll them them out by compensating the delay that had come the last fortnight.

The other important aspect that comes to my mind is the of reverue. Cessation of rural postal business for a fortnight should have an impact on revenue, but if we work with right earnest from today, we will be able to make up for the loss. The instructions on “no-work-no-pay” are already there and hence need not reiterate it. However, while applying the standing instructions, it should be in our priority that we do not do it with a of reprisal. If the Staff Side a meeting in this connection, that may granted, but the instructions on the Subject cannot be tweaked.

2. During the last fortnight, the number of complaints in all channels has gone up — whether it is Twitter Sewa or India Post Helpline or CCC or CPGRAMS. It will help if you immediately take a stock of all those and settle them sincerely. By this the Department as a whole can prove its resilience.

3.07 Lakh GDS Benefitted By Cabinet Approved The Wage Revision

Cabinet approves Revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts

The Union Cabinet chaired by Prime Minister Shri Narendra Modi today has approved the revision in the wage structure and allowances of Gramin Dak Sevaks (GDS) of the Department of Posts.

The revision in the wage structure would entail an estimated expenditure of Rs 1257.75 crore (Non-recurring expenditure – Rs 860.95 crore and Recurring expenditure of Rs.396.80 crore) during 2018-19.

3.07 lakh Gramin Dak Sevaks will be benefitted by this wage revision.

Details: 

  • Time Related Continuity allowance (TRCA) structure and slabs have been rationalised. The total GDSs have been brought under two categories viz. Branch Postmasters (BPMs) and other than Branch Postmasters namely Assistant Branch Postmaster (ABPMs).
  • The present 11 TRCA slabs will be merged into only three TRCA Slabs with two levels each for BPMs and other than BPMs.
  • Introduction of new Time Related Continuity Allowance (TRCA) will be as below:

  • It is decided to continue the calculation of the ex-gratia bonus by applying the calculation ceiling of Rs.7000 as basic TRCA + DA till such time a new scheme is devised.
  • Arrears for the period 1.1.2016 to the date of implementation will be paid by increasing the basic TRCA drawn during the period by a factor of 2.57. The arrears will be paid in one instalment.

vii. Annual increase at the rate of 3% and the same may be given on 1st January or 1st July of every year as the case may be based on the one time written request of GDSs.

viii. A new Risk and hardship Allowance has been introduced. Other allowances Viz. Office maintenance allowance, Combined duty allowance, Cash conveyance charges, Cycle maintenance allowance, Boat allowance and Fixed Stationery Charges have been revised.

Implementation strategy and targets: The revision would result in improving the wages, allowances and discharge benefits of Gramin Dak Sevaks resulting in providing efficient & cost-effective basic postal facilities in the rural area. The proposed increased emoluments will enable him to improve his socio-economic standing.

Impact: The Branch Post Offices are the fulcrum for provision of Communications and financial services in the village and are located in remote areas. The Post Master has to deal with large sums while making payments to customers; hence accountability is already built into his work. The enhanced remuneration will increase the sense of responsibility. Moreover, with the roll out of the India Post Payment Bank (IPPB), the CDS network is expected to play a key role in the process of financial inclusion of the rural population.

Background: The Extra Departmental system in the Department of Posts was established more than150 years ago to provide basic, economical and efficient postal services in the rural areas where there was no justification for engaging full time regular employees. One Lakh Twenty-Nine Thousand Three Hundred forty-six (1,29,346) Extra-departmental Branch post offices are primarily manned by Gramin Dak Sevak Branch Postmasters. In addition, Gramin Dak Sevaks other than Branch Postmasters are also working in Branch, Sub and Head Post offices. The main features of the engagement of Gramin Dak Sevaks are that they work for part time ranging from 3 to 5 hours per day and supplement their income from other vocations so as to have adequate means of livelihood for themselves and their families. They remain in service up to the age of 65 years.

Dear friends / comrades,

Union Cabinet today approved the Kamalesh Chandra Committee Report. Full details given in the PIB Bulletin is enclosed.

An emergency meeting of all three striking GDS unions (AIGDSU, AIPEU-GDS & FNPO) held today at AIGDSU office and after reviewing the entire situation, unanimously decided to call off the 16 days historic indefinite strike of 2.76 lakhs Gramin Dak Sevaks.

The three GDS Unions further decided that, if any adverse conditions are there in the Govt orders, if major positive recommendations are diluted, GDS unions shall resort to nationwide agitational programmes again.

We congratulate the entire GDS who stood unitedly like a rock and defeated all the anti-strike propaganda of the Postal Board and their Agents. We salute the GDS for their courage, bravery and determination. This strike is a history and it will be written in golden letters in the history of Postal Trade Union movement and Indian working class movement. Not only all Central Trade Unions but the World Federation of Trade Unions (WFTU) also extended full support and solidarity to this strike for emancipation of most down trodden section called GDS.

This strike is significant because, it fought against the adamant attitude of the Govt and Postal Board, rejecting their sweet-coated appeals and also threat of “withdraw the strike, then only we will talk” and finally ended in thumping victory and came out with flying colours. All credit goes to the three lakhs GDS who fought heroically and unitedly, even though they are scattered in 1,29,500 rural Branch post offices. This is the great victory of the poor, oppressed, downtrodden and marginalized section of the society who have nothing to loose but chains.

We convey our deep condolences to the families of brave GDS whose shocking sudden deaths and suicide while on strike has shaked the conscience of right thinking persons.

We convey our sincere thanks and gratitude to all Central Trade Unions, WFTU, Political parties, Chief Ministers, people’s representatives in Parliament and State Assemblies, distinguished personalities and all fraternal organizations and their leaders who stood with GDS in the hours of crisis and extended full support and solidarity to the striking GDS till the end of the strike. We also convey our sincere thanks to the electronic and print media of Delhi and all other states. We seek their continuous support and guidance in our future struggles for achieving our prime demand i.e., grant of civil servant status to GDS.

All Circle / Divisional Secretaries are requested to organize nationwide victory rallies, demonstrations and celebrations at all places on 7th & 8th June 2018.

Arrears for the period 1.1.2016 to the date of implementation will be paid by increasing the basic TRCA drawn during the period by a factor of 2.57. The arrears will be paid in one instalment.
