Sub:- Grant of Fixed Medical Allowance to Central Government Civil Pensioners residing in areas not covered under Central Government Health Scheme-reg.

Ref: -This office Important Circular No.17, dated 20.06.2000.

Please refer to this office Circular No.17, dated 20.06.2000 wherein Central Government Civil Pensioners, residing in an area not served by any CGHS dispensary or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, even though their places of residence may fall within the limits of a CGHS covered cities, are required to submit the following documents for claiming Fixed Medical Allowance:-

(a) An undertaking in the prescribed format.

(b) A certificate from the Medical Authorities of CGHS or from authorities of corresponding Health Schemes of the concerned Ministries/Departments, as the case may be, that the area where the pensioner is residing is not served by any dispensary under CGHS or the corresponding Health Scheme administered by the Ministry/Department.

2. Now, GOI, Ministry of P, PG&P, Deptt. Of Pension and Pensioners Welfare vide OM F.No.4/34/2017-P&PW (D) dated 31.01.2018 has decided that the pensioners,residing in areas not covered by CGHS or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, would no longer be required to submit a certificate reffered to in para 1(b) above. However, such pensioners would continue to submit an undertaking in the
following format:

I …………………………………………………………………..…a retired employee of ………………………………………… (Office address)……………….… declare that I am residing at…………………………………….(Residential Address indicatged in PPO)……………………………………………………………….which area is not covered under CGHS or any corresponding Health Scheme administered by the
Ministry/Department of ………………………………………..(as the case may be).I have also not obtained and do not wish to obtain a CGHS Card for availing outdoor facilities under CGHS/Corresponding Health Scheme of other Ministries/Departments from any dispensary situated in an adjoining area.

3. A Central Government Civil Pensioner is also required to fill the enclosed Form along with above mentioned undertaking.

4. It is requested that suitable instructions alongwith a copy of this Circular may please be issued to all sub offices under your administrative control for implementation of the above Government order.

OFFICE MEMORANDUM

Sub: Grant of Fixed Medical Allowance to Central Government Civil Pensioners residing in areas not covered under Central Government Health Scheme – reg.

The undersigned is directed to refer to this Department’s OM No.38/99/99-P&PW(C) dated 17-4-2000 on the subject mentioned above and to say that in accordance with the instructions contained therein, Central Government Civil Pensioners, residing in an area not served by any CGHS dispensary or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, even though their places of residence may fall within the limits of a CGHS covered cities, are required to submit the following documents for claiming Fixed Medical Allowance:

a) An undertaking in the prescribed format.

b) A certificate from the Medical Authorities of CGHS or from authorities of corresponding Health Schemes of the concerned Ministries/Departments, as the case may be, that the area where the pensioner is residing is not served by any dispensary under CGHS or the corresponding Health Scheme administered by the Ministry/Department.

2. Keeping in view the difficulties being faced by the pensioners in obtaining the required certificate from the concerned Medical Authorities, the matter has been reconsidered in consultation with the Ministry of Health and Family Welfare. It has now been decided that the pensioners, residing in areas not covered by CGHS or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, would no longer be required to submit a certificate referred to in para 1 (b) above.

However, such pensioners would continue to submit an undertaking in the following format:

I _______, a retired employee of _____ (Office Address) _________ declare that I am residing at (Residential Address indicated in PPO) , which area is not covered under CGHS or any corresponding Health Scheme administered by the Ministry/Department of , (as the case may be). I have also not obtained and do not wish to obtain a CGHS Card for availing out-door facilities under CGHS/Corresponding Health Scheme of other Ministries/Departments from any dispensary situated in an adjoining area.

3. A Central Government Civil Pensioner is also required to fill the enclosed Form along with above mentioned undertaking.

4. All the pension disbursing authorities are required to obtain the above undertaking along with the Form, as mentioned in Para 3 above, from such pensioners before sanctioning Fixed Medical Allowance. An entry to this effect should also be made in their PPOs.

Fixed Medical Allowance In The Report Of The Committee

5.5.3 Fixed Medical Allowance (FMA) (Para 8.17.52)

Existing Provisions: Fixed Medical Allowance is granted to pensioners for meeting expenditure on day to day medical expenses that do not require hospitalization, at present payable at the rate of ₹500 pm.

Recommendations of 7th CPC: The 7th CPC has mentioned that this allowance was enhanced from ₹300 pm to ₹500 pm from 19.11.2014. As such, further enhancement of this allowance was not recommended.

Demands:

I. National Council (Staff Side), JCM: The rate of the allowance may be raised to ₹2000/- per month as most of the retired personnel suffer from diseases and are required to spend a sizeable amount of their income on medicines.

II. D/o Posts: Rates to be revised to ₹2000 per month.

III. Ministry of Defence: The rate of this allowance may be revised to ₹2000 per month.

Analysis and Recommendations of the Committee:

The Committee observes that Fixed Medical Allowance is granted to a pensioner to meet medical expenses for self and spouse. It is extended to only those pensioners who are not covered under CGHS or equivalent schemes. As compared to pensioners covered under CGHS / equivalent, pensioners getting FMA do not have the facility of in-hospital treatment. FMA was introduced at the rate of ₹100 per month in 1997. It was subsequently revised to ₹300 pm in 2008 and again to ₹500 pm in the year 2014. The present rate of ₹500 per month seems to be inadequate considering the increased cost of medicine and medical supplies. Therefore, the Committee recommends that the rate of FMA be increased to ₹ 1000 per month from the existing rate of ₹ 500 per month.

The additional financial implications on account of the changes proposed by the Committee is estimated to be around ₹300 crore per annum and will benefit more than 5 lakh pensioners.

The Committee also recommends that appropriate checks such as Aadhar seeding of CGHS cards are put in place to ensure that FMA is paid to only those pensioners who are not covered by CGHS/ ECHS or any other health scheme of the Government.

SUB: GRANT OF FIXED MEDICAL ALLOWANCE (FMA) TO THE ARMED FORCES PENSIONERS/FAMILY PENSIONERS IN SUCH CASES WHERE DATE OF RETIREMENT IS PRIOR TO 1.4.2003 AND WHO HAD OPTED NOT TO AVAIL MEDICAL FACILITIES AT OPD OF ARMED FORCES HOPITALS/MI ROOMS AND ARE NOT MEMBERS OF ECHS.

Sir,
The undersigned is directed to refer to the Govt. of India, Ministry of Defence letter No.1(1)/98/D(Pen/Sers) dated 15th June 1998 and letter No. 1(10)/09-D(Pen/Policy) dated 12th January 2011 & No. 1(10)/2009-D(Pen/Policy) dated 5th May 2015 regarding grant of Fixed Medical Allowance (FMA) of Rs.500/- pm. with effect from 19.11.2014 to Armed Forces Pensioners/Family’ Pensioners for meeting expenditure on day to day medical expenses that do not require hospitalization unless the individual had opted for OPD treatment in Armed Forces Hospitals/ M.I. Rooms and convey the sanction of the President for enhancement of the amount of FMA from Rs. 500/- to Rs. 1000/-per month. The other conditions for grant of FMA shall continue to be in force.

2. Ex-Servicemen who retired on or after 01 Apr 2003 have to-become member of ECHS Compulsorily and are not eligible to draw Fixed Medical Allowance. These orders applicable only in such cases, where the date of retirement is prior to 1.4.2003 and who had opted not to avail medical facilities at OPD of Armed Forces Hospitals/ MI rooms and are not members of ECHS.

3. These orders will take effect from 01.07.2017.

4. All other conditions as laid down in Government of India letter No. 1(1)/98-D(Pen/Sers) dated 15th June 1998 will continue to apply.

5. This issue with the concurrence of Ministry of Defence(Finance/Pension) vide their ID No. 32(9)/2010/Fin/Pen dated 16 August 2017.

Subject:- The Central Government’s decision on recommendations of the 7th CPC on allowance payment to Pensioners: revised Fixed Medical Allowance and Constant Attendance Allowance on 100% disablement regarding.

Attention is invited to Ministry of Finance, Dcpartment of Expenditure Resolution No.11-1/2016-IC dated-6th July, 2017 on the above subject whereby it has been decided to revise the existing rates of following allowances for Pensioners:

This issues with the approval of the competent authority.
