Army Persons Rs.10000 to buy Personal Clothing as per the recommendations of 7th CPC. This provision is applicable to Central Armed Police Forces as well.

Army Persons to buy Personal Clothing

The Seventh Pay Commission has awarded monetary compensation to jawans for allowing purchase of personal clothing items of uniform to be purchased under arrangement to be made by the Army. An annual remuneration of Rs 10,000/- has been paid to all jawans in lieu of selected items of personal clothing.

Accordingly, Army has made arrangements for purchase of quality cloth to be made available through CSD outlets and stitching to be carried out under unit arrangements or any other means that the individual jawans may wish to get their clothing stitched as per authorized specifications. This provision is applicable to Central Armed Police Forces as well.

It is, therefore, incorrect and inappropriate to single out Army on this issue through inadequately researched articles in the media.

OFFICE MEMORANDUM

Subject: Availability of option for fixation of pay on promotion from the Date of Next Increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, in respect of Army Pay Rules 2017, Air Force Pay Rules 2017 and Navy Pay Regulations 2017 in respect of Officers and JCOs/OR equivalent.

Reference is invited to Special Army Instructions (SAI-2008), Special Air Force Instructions (SAFI-2008), Special Navy Instructions (SNI-2008) dated 11.10.2008 and Army Pay Rules 2017, Air Force Pay Rules 2017 and Navy Pay Regulations 2017 dated 3.5.2017 in respect of Officers and JCOs/OR equivalent.

2. In 6th CPC regime pay fixation on promotion in respect of Defence Services Personnel was governed by provisions contained in SAI-2008, SAFI-2008 and SNI-2008. These provisions regulates pay fixation on promotion, wherein an Officer has an option to get his pay fixed in the higher post either from the date of his promotion or from the date of next increment. Similarly, consequent upon implementation of ih CPC, the pay fixation on promotion from the date of promotion is regulated by Rule 12 of the Army Pay Rules 2017, Air Force Pay Rules 2017 and Navy Pay Regulations 2017 dated 3.5.2017 in respect of Officers and JCOs/OR equivalent. This methodology of fixation of pay on promotion to a post carrying duties and responsibilities of greater importance, of a Defence Services Personnel in case he opts for pay fixation from the Date of Next Increment (DNI) has been considered in this Department.

3. After due consideration in this matter, the following is decided as follows:

(i) A Defence Personnel, who is promoted or upgraded from one rank to another, subject to the fulfilment of the eligibility conditions as prescribed in the relevant Recruitment Rules, to another post carrying duties or responsibilities of greater importance than those attaching to the post held by him/her. Such, Defence Personnel may opt to have his/her pay fixed from the Date of his/her
Next Increment (either 1st July or 1st January, as the case may be) accruing in the Level of the post from which he/she is promoted, except in cases of appointment on deputation basis to an ex-cadre post or on direct recruitment basis or appointment/promotion on ad-hoc basis, as applicable in the Defence Services.

(ii) In case, consequent upon his/her promotion, the Defence Personnel opts to have his/her pay fixed from the date of his/her next increment (either 1st July or 1st January, as the case may be) in the Level of the post from which Defence Personnel is promoted, then, from the date of promotion till his/her  DNI, the Defence Personnel shall be placed at the next higher cell in the level of the post to which he/she is promoted.

(iii) Subsequently, on DNI in the level of the post to which Defence Personnel is promoted, his/her Pay will be re-fixed and two increments (one accrued on account of annual increment and the second accrued on account of promotion) may be granted in the Level from which the Defence Personnel is promoted and he/she shall be placed, at a Cell equal to the figure so arrived, in the Level of the post to which he/she is promoted; and if no such Cell is available in the Level to which he/she is promoted, he/she shall be placed at the next higher Cell in that Level.

(iv) In such cases where Defence Personnel opts to have his/her pay fixed from the date of his/her next increment in the Level of the post from which he/she is promoted, the next increment as well as Date of Next Increment (DNI) will be regulated accordingly.

4. It is further reiterated that in order to enable the officials to exercise the option within the time limit prescribed, the option clause for pay fixation on promotion with effect from date of promotion/ON I shall invariably be incorporated in the promotion/appointment order, as per applicability, so that there are no cases of delay in exercising the options due to administrative lapse.

5. This issues with the concurrence of Ministry of Finance vide their 1D No. 4-23/2017-IC/E.III (A) dated 22.3.2018.

Subject- Implementation of Government decision on the recommendations of the 7th Central Pay Commission (CPC) – Revision of Disability/ War Injury pension for pre-1.1.2016 Defence Forces pensioners reg.

The undersigned is directed to refer to this Ministry’s letter No. 17(01)/2016-D(Pen/Pol) dated 29th October’ 2016 modified vide letter No 17(01)/2017(01)/ D(Pension/Policy) dated 4th September, 2017 for revision of pension of pre-2016 Defence Forces pensioners/ family pensioners in implementation of the Government decisions on the recommendations of the 7th CPC. As per the same, disability element/ liberalized disability element/ war injury element of Defence Forces pensioners have been revised by the pension disbursing agencies by multiplying the existing rate of disability element as on 31.12.2015, by factor of 2.57 to arrive at revised rate of disability element as on 1.1.2016. The Ministry vide letter No 17(01)/2017(02)/D(Pension/Policy) dated 5th September, 2017 have also issued orders for revision of pension including disability element by issue of corrigendum PPO based on notional pay fixed as on 1.1.2016 in the 7th CPC pay matrix corresponding to the pay in the pay scale/ pay band 86 grade pay in which the pensioner had retired. The later order of 5th September, 2017 allows the benefit of broad banding of disability in cases of retirement/ discharge voluntary or otherwise with disability/war injury and additional pension on disability/war injury element to be authorized by issue of corrigendum PPO

2. In partial modification of Ministry’s said order dated 29th October, 2016 as modified, the President is now pleased to decide that in cases where Armed Forces pensioners who were retired/discharged voluntary or otherwise with disability and were in receipt of disability/war injury element as on 31.12.2015, their extent of disability shall be re-computed in the following manner before applying the multiplication factor of 2.57 on existing disability/war injury element to arrive at the revised disability element/war injury element as on 1.1.2016.

3. Rates for calculation of disability where composite assessment has been made due to existence of disability as well as war injury, shall be determined in terms of provision contained in Para 3(b) of Ministry’s letter No.16(02)/2015-D(Pen/Pol) dated 8th August 2016. The amount of revised disability element finally arrived shall be rounded off to next higher rupee.

4. The president is also pleased to decide that quantum of additional pension available to old age pensioners after attaining the age of 80 years and above, shall also be admissible on revised disability/war injury element. The Note below para 12 of this Ministry’s above mentioned letter dated 29th October,2016 stands deleted.

5. The provisions of this Ministry’s above -mentioned letter dated 29th October 2016 as modified vide letter dated 4th September,2017 and dated 5th September,2017 which are not affected by the provisions of this letter, shall remain unchanged.

6. PCDA (Pensions) Allahabad shall issue necessary implementation instructions for implementation of provisions of these orders directly by the pension disbursing agencies.

7. The provisions of this letter shall take effect from 1.1.2016.

8. This issues with the concurrence of Finance Division of this Ministry vide their ID No.Part file (i) to 30(01)/2016/Fin/Pen dated 15.12.2017.

Re-Employment of Armed Forces Personnel

Government provides non-monetary benefits such as travel concessions, health amenities, housing facilities, re-employment and pension concessions to serving and retired defence personnel including their family members. The details of the benefits are as under:

Travel Concessions:- The service personnel and their dependents including father, mother, brothers and sisters, if otherwise dependent on service personnel, are entitled for LTC from Duty Station to Home Station and back once in a year.

The service personnel and their dependents consisting of wife and dependent children are authorised for LTC from Duty Station to anywhere in India once in alternate year. In case the said concession is availed by personnel, the concession of travel entitlement from Duty Station to Home Station will be forgone. Retired defence personnel are not entitled for LTC.

The Chakra series Gallantry awardees and widows after their demise are granted complimentary Card passes for travel in trains.

The Chakra series Gallantry awardees and widows after their demise are offered concession in Economy Class Fare by Air India.

Health Amenities: In the case of Serving personnel & their dependents all medical facilities (both in and out-patient treatment) except for in-patient treatment for dependents with psychiatric ailments, is provided as per the guidelines.

Ex-Servicemen & their Dependents are provided medical facilities under Ex-servicemen Contributory Health Scheme (ECHS) through ECHS Polyclinics, Government and empanelled hospitals.

Housing Facilities: All serving defence personnel are entitled for house / HRA as per the existing regulations. Retired defence personnel can retain authorised accommodations upto three months post retirement but are not entitled to housing facility thereafter.

Re-employment: Reservations are provided in Government jobs, Central Public Sector Enterprises, Nationalised Banks//Financial Institutions to Ex-servicemen. Reservations are also provided in Central Public Sector Enterprises and Nationalised Banks to dependents of servicemen killed in action.

Pension Concessions: Serving personnel on completion of requisite Qualifying Service are entitled for pensionary benefits. In case of death after retirement, the wife/eligible member of the family is entitled for family pension subject to fulfilment of conditions. In case of death of a service personnel while in service, the wife/eligible member of the family will be entitled for family pension i.e. ordinary Family Pension/ Special Family pension/ Liberalised Family Pension or Dependent pension depending upon the attributability or aggravation of death to or by service.

Provisions for re-employment of Ex-servicemen in jobs already exist. The details of reservation available to Ex-servicemen is as under:

In Central Government Ministries / Departments: 10% Direct recruitment posts upto the level of Asst. Commandant in Central Para Military Forces.
10% Direct recruitment posts in Group ‘C’.
20% Direct recruitment posts in Group ‘D’.

In Central Public Sector Enterprises: 14.5% in Group ‘C’ Posts.
24.5% in Group ‘D’ Posts
(including 4.5% for disabled ESM/ dependents of servicemen killed in action).

Nationalised Banks: 14.5% in Group ‘C’ Posts.
24.5% in Group ‘D’ Posts
(including 4.5% for disabled ESM/ dependents of servicemen killed in action).

Conduct of yoga and meditation as a tool for stress management.

Training & deployment of psychological counsellors.

Institutionalization of projects ‘MILAP’ and ‘SAHYOG’ by Army in Northern & Eastern Command to reduce stress among troops. A ‘Mansik Sahayata Helpline’ have been established by Army & Air Force to take professional counselling. Mental Health Awareness is provided during pre-induction training.

Formation of Military Psychiatry Treatment Centre at INHS Asvini and establishment of Mental Health Centres in Mumbai, Visakhapatnam, Kochi, Port Blair, Goa and Karwar.
